SYNOPSIS
Directs Attorney General to publicize information about human trafficking hotlines; mandates law enforcement training on responding to the needs of victims of the crime of human trafficking.

An Act concerning publicizing and promoting human trafficking hotlines, mandating training for law enforcement in human trafficking issues and amending and supplementing chapter 4B of Title 52 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. (New section) The Attorney General shall take appropriate steps to publicize and promote:
a. the Human Trafficking Toll Free Hotline set up by the Statewide Human Trafficking Task Force;
b. any existing federal hotline receiving reports of and offering assistance to victims of human trafficking; and
c. any local or county federally funded New Jersey hotline receiving reports of and offering assistance to victims of human trafficking.
2. Section 9 of P.L.1985, c.404 (C.52:4B-47) is amended to read as follows:
a. The curriculum for police training courses required pursuant to P.L.1961, c. 56 (C. 52:17B-66 et seq.) shall include training on responding to the needs of crime victims, and specific training on responding to the needs of victims of human trafficking as defined in section 1 of P.L.2005, c.77 (C.2C:13-8) and on services available to provide assistance, including information on federal, State and local hotlines available to receive reports of and provide assistance to victims of human trafficking.
b. In-service training shall be made available for police officers, assistant prosecutors, county detectives and investigators on specialized needs of crime victims and available services.

3. This act shall take effect immediately.
STATEMENT
This bill would require the Attorney General to take appropriate steps to publicize and promote the Human Trafficking Toll Free Hotline set up by the Statewide Human Trafficking Task Force, any existing federal hotline and any local or county federally funded New Jersey hotline receiving reports of and offering assistance to victims of the crime of human trafficking.
The bill would further provide that the curriculum for police training courses shall include specific training on responding to the needs of victims of the crime of human trafficking as defined in section 1 of P.L.2005, c.77 (C.2C:13-8).
