Establishes the Downstate New York Power Authority to purchase or condemn properties of the Consolidated Edison Company to own and operate electric and gas utility service for the benefit of the people and businesses of New York city and Westchester, Rockland and Orange counties; provides for a 11 member board of directors; provides for procedures, powers, budget meetings, subsidiary corporations, service, financing and disposition of income.
