An act to amend the energy law, the executive law, the environmental conservation law, the general business law, the private housing finance law and the public authorities law, in relation to establishing the state energy office and transferring the functions, powers and duties of the New York state energy research and development authority to such office; and to repeal certain provisions of the energy law, the executive law and the public authorities law relating to the New York state energy research and development authority
