Summary

The bill creates a comprehensive, state-wide approach to review of criminal history information by authorized employers, allowing and (in many instances) mandating fingerprinting and criminal history checks for prospective employees who will be working with certain categories of sensitive persons. The bill establishes reasonable safeguards concerning the use and dissemination of criminal history information. The bill also creates a Commission on Criminal History Information, which will promulgate standards and regulations regarding the procedures for criminal history checks, and will make recommendations for improving the accuracy and usefulness of the state's computerized criminal history database.
