Summary
This bill makes several needed reforms in the law governing the conversion and operation of cooperatives and condominiums. It would: (1) ensure that serious violations of housing conditions are addressed in the filing plan; (2) increase sponsors' financial responsibility obligations; (3) increase the percentage of tenants who must purchase apartments before a non-eviction plan may be declared effective and (4) provide for more expeditious board control by residents.

An act to amend the general business law, in relation to the physical condition of a building being converted to cooperative or condominium ownership, to ensure the financial solvency of cooperative apartment corporations, to amend provisions relating to non-eviction plans and to provide for the election of shareholders
