To ensure that leftover paint and empty containers will be managed in a manner that is protective of human health and the environment.

Requires paint manufacturers to establish paint stewardship programs, to develop and implement strategies for reducing the generation of post-consumer paint, to promote the re-use of post-consumer paint, and to collect, transport and process post-consumer paint for end of product life management.
