Enacts the "alternative to opioids (ALTO) prescribing act"; limits the initial prescription of a controlled substance for the alleviation of acute pain; requires the commissioner of health to develop guidelines for the prescribing of opioid antagonists; limits medical assistance and insurance coverage for opioids; and establishes an opioid alternative pilot project.
