Bill Title: Directs the commissioner of education to promulgate rules and regulations to require licensed private career schools that utilize state public funding with regard to student tuition or other student expenses, to provide their staff with wages and benefits substantially equivalent with the wages and benefits for staff in public higher education institutions in the state.
