Bill Title: Provides that candidates shall file a notice of intent to circulate designating petitions and pay a fee of five hundred dollars to the board of elections and if only one person of a particular party files such a notice for a particular position then he shall not need to file a designating petition to have his name placed on the ballot for such party.
