          tee on Local Governments

        AN ACT to amend the town law, in relation to making the town comptroller
          position an elected position in certain towns

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  The  town  law is amended by adding a new section 34-a to
     2  read as follows:
     3    § 34-a. Election of the town comptroller in towns having a  population
     4  of   five  hundred  thousand  persons  or  more.    Notwithstanding  the
     5  provisions of section thirty-four of this article or any  other  general
     6  or special law, the position of town comptroller of towns having a popu-
     7  lation  of  five  hundred  thousand persons or more shall be filled by a
     8  vote of the eligible voters of the  town  at  the  first  biennial  town
     9  election  held after the effective date of this section. The comptroller
    10  shall be elected for a four-year term.
    11    § 2. This act shall take effect immediately.
