STATE OF NEW YORK ________________________________________________________________________ 1293 2025-2026 Regular Sessions IN ASSEMBLY January 9, 2025 ___________ Introduced by M. of A. PAULIN, HUNTER, LUPARDO -- read once and referred to the Committee on Economic Development AN ACT to amend the cannabis law, in relation to certain medical canna- bis reforms The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 32 of the cannabis law is amended by adding a new 2 subdivision 17 to read as follows: 3 17. A person who is not a resident of this state, but who is author- 4 ized to engage in the medical use of cannabis under the laws of such 5 person's state or jurisdiction of residence, is deemed to hold a valid 6 registry identification if the person provides legitimate documentation 7 and abides by the legal limits on the possession, delivery and 8 production of cannabis for medical purposes in this state, as set forth 9 in section thirty-one of this article. The board shall make regulations 10 to implement the provisions of this subdivision and may enter into reci- 11 procity agreements with other states with medical cannabis programs. 12 § 2. Section 13 of the cannabis law is amended by adding a new subdi- 13 vision 7 to read as follows: 14 7. The board shall promulgate regulations for the approval of pre-roll 15 products in the medical cannabis program. 16 § 3. This act shall take effect immediately.
