STATE OF NEW YORK ________________________________________________________________________ 1334 2021-2022 Regular Sessions IN ASSEMBLY January 8, 2021 ___________ Introduced by M. of A. MAGNARELLI -- read once and referred to the Committee on Election Law AN ACT to amend the election law, in relation to the transfer of funds from a candidate's political committee for a federal office to a candidate's political committee for a state, county or local office The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Subdivision 1 of section 14-114 of the election law is 2 amended by adding a new paragraph d to read as follows: 3 d. The transfer of funds from a candidate's political committee for a 4 federal office to a candidate's political committee for a state, county 5 or local office shall be restricted per the contribution limits 6 prescribed in paragraphs a and b of this subdivision. For the purposes 7 of this section a federal candidate committee shall be treated as an 8 individual contributor. 9 § 2. Subdivision 1 of section 14-114 of the election law is amended by 10 adding a new paragraph g to read as follows: 11 g. The transfer of funds from a candidate's political committee for a 12 federal office to a candidate's political committee for a state, county 13 or local office shall be restricted per the contribution limits 14 prescribed in paragraphs a and b of this subdivision. For the purposes 15 of this section a federal candidate committee shall be treated as an 16 individual contributor. 17 § 3. This act shall take effect on the thirtieth day after it shall 18 have become a law; provided, however, that section two of this act shall 19 take effect on the same date and in the same manner as section 3 of part 20 ZZZ of chapter 58 of the laws of 2020, takes effect.
