SIMON -- read once and referred to the Committee on Governmental Operations AN ACT to establish a task force to study how to incentivize individuals in the state of New York to become pilots The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. a. A task force is hereby established to study how to 2 incentivize individuals in the state of New York to become pilots. 3 b. The task force shall study: 4 (i) measures the state of New York has taken or may take to incentiv- 5 ize individuals to become pilots; 6 (ii) measures airlines within the country have taken to incentivize 7 individuals to become pilots; 8 (iii) measures other states have taken to incentivize individuals to 9 become pilots; 10 (iv) the effect of high-stress scheduling on pilots; 11 (v) why pilots are retiring at high rates despite financial incentives 12 to remain in the industry; 13 (vi) the cost of education and training for an individual to become 14 employed as a pilot; and 15 (vii) the effect of a strong aviation industry on state tourism. 16 c. No later than one year after the effective date of this act, the 17 task force shall report its findings to the governor and the legisla- 18 ture, as described under subdivision b of this section. 19 § 2. a. The task force shall be comprised of: 20 (i) two members appointed by the governor; 21 (ii) two members appointed by the temporary president of the senate; 22 (iii) two members appointed by the speaker of the assembly; and 23 (iv) one member appointed by the commissioner of transportation. One of the appointments by the governor shall serve as chairperson 2 of the task force. 3 c. The members of the task force shall receive no compensation for 4 their services, but shall be allowed their actual and necessary expenses 5 incurred in the performance of their services. 6 d. All departments, divisions, bureaus, commissions, districts or 7 agencies of the state or any political subdivisions thereof shall, at 8 the request of the chairperson, provide the task force with such facili- 9 ties, assistance and data as will enable the task force to carry out its 10 powers and duties. 11 § 3. This act shall take effect immediately.
