CLARK -- read once and referred to the Committee on Governmental Operations AN ACT to amend the executive law, in relation to the powers of the governor THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. The executive law is amended by adding a new section 13 to 2 read as follows: 3 S 13. ENERGY CONSERVATION. THE GOVERNOR SHALL HAVE THE POWER TO DIRECT 4 THE SETTING OF THE AIR CONDITIONING LEVEL IN ANY MUNICIPAL BUILDING 5 WHETHER OWNED BY THE STATE OR A CITY, TOWN OR VILLAGE AT SEVENTY-TWO 6 DEGREES FAHRENHEIT IN THE INTERESTS OF CONSERVING BOTH ENERGY AND THE 7 FINANCES OF A MUNICIPALITY. 8 S 2.
