       AN ACT to amend the executive law, in relation  to  the  powers  of  the
         governor
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. The executive law is amended by adding a new section 13  to
    2  read as follows:
    3    S 13. ENERGY CONSERVATION. THE GOVERNOR SHALL HAVE THE POWER TO DIRECT
    4  THE  SETTING  OF  THE  AIR  CONDITIONING LEVEL IN ANY MUNICIPAL BUILDING
    5  WHETHER OWNED BY THE STATE OR A CITY, TOWN  OR  VILLAGE  AT  SEVENTY-TWO
    6  DEGREES  FAHRENHEIT  IN  THE INTERESTS OF CONSERVING BOTH ENERGY AND THE
    7  FINANCES OF A MUNICIPALITY.
    8    S 2. This act shall take effect immediately.
