KOLB, BARCLAY, CROUCH, MONTESANO -- Multi-Spon- sored by -- M. of A. GIGLIO, TENNEY -- read once and referred to the Committee on Education AN ACT to amend the education law, in relation to renaming certain schools established by a board of cooperative educational services as Quest schools; and making an appropriation therefor THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. Section 1950 of the education law is amended by adding a 2 new subdivision 1-a to read as follows: 3 1-A. ON AND AFTER THE EFFECTIVE DATE OF THIS SUBDIVISION ALL EDUCA- 4 TIONAL PROGRAMS PROVIDED OR OPERATED BY A BOARD OF COOPERATIVE EDUCA- 5 TIONAL SERVICES SHALL BE KNOWN AS "QUEST SCHOOLS". UPON APPLICATION BY A 6 BOARD OF COOPERATIVE EDUCATIONAL SERVICES, THERE SHALL BE PAID TO EACH 7 QUALIFYING BOARD OF COOPERATIVE EDUCATIONAL SERVICES AN AMOUNT UP TO TEN 8 THOUSAND DOLLARS FOR THE PURPOSES OF MARKETING OF SUCH SCHOOLS AS QUEST 9 SCHOOLS AND FOR THE REPLACEMENT OF SIGNS AND OTHER PRINTED MATERIALS. A 10 BOARD OF COOPERATIVE EDUCATIONAL SERVICES SHALL BE REQUIRED TO EXPEND 11 ONE THOUSAND DOLLARS FROM EXISTING FUNDS TOWARD SUCH MARKETING OR SIGN 12 REPLACEMENT TO BE ELIGIBLE FOR A GRANT UNDER THIS SUBDIVISION. SIGNS AND 13 MATERIALS DEVELOPED PURSUANT TO THE PROVISIONS OF THIS SUBDIVISION SHALL 14 BEAR THE PHRASE "QUEST SCHOOLS: FOUNDATION FOR YOUR FUTURE". 15 S 2. The sum of three hundred eighty thousand dollars ($380,000), or 16 so much thereof as may be necessary, is hereby appropriated to the 17 department of education out of any moneys in the state treasury in the 18 general fund to the credit of the local assistance account, not other- 19 wise appropriated, and made immediately available, for the purpose of 20 carrying out the provisions of this act. Such moneys shall be payable on 21 the audit and warrant of the comptroller on vouchers certified or 22 approved by the commissioner of education in the manner prescribed by 23 law. By January first of each year, the commissioner of education 2 shall issue a report to the governor and the legislature concerning the 3 effectiveness of marketing education programs provided by boards of 4 cooperative educational services pursuant to the provision of subdivi- 5 sion 1-a of section 1950 of the education law as added by section one of 6 this act. 7 S 4. This act shall take effect on the first of July next succeeding 8 the date on which it shall have become a law.
