Bill Title: Requires power authority of the state of New York to file a report annually commencing March 31, 2015 with the governor, the comptroller and the chairmen of the assembly ways and means and the senate finance committees, respectively, on its operations and transactions conforming, as far as feasible, with the uniform system of accounts required for electric corporations pursuant to the public service law.

       AN ACT to amend the public authorities law, in relation to prescribing a
         uniform system of accounts for the power authority of the state of New
         York
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Section 1002 of the public authorities law  is amended by
    2  adding a new subdivision 3 to read as follows:
    3    3.  ON MARCH THIRTY-FIRST, TWO THOUSAND FIFTEEN AND EVERY YEAR  THERE-
    4  AFTER  ON  SUCH  DATE,  THE  AUTHORITY SHALL FILE WITH THE GOVERNOR, THE
    5  COMPTROLLER, THE CHAIR OF THE ASSEMBLY WAYS AND MEANS COMMITTEE AND  THE
    6  CHAIR OF THE SENATE FINANCE COMMITTEE AN ANNUAL REPORT FOR THE PRECEDING
    7  CALENDAR  YEAR  THAT  SHALL CONFORM, IN EXACT LIKE MANNER, TO THE ANNUAL
    8  REPORT FILED BY ELECTRIC CORPORATIONS WITH THE PUBLIC SERVICE COMMISSION
    9  UNDER THE APPLICABLE PROVISIONS OF THE PUBLIC SERVICE LAW. IN SO  DOING,
   10  THE  AUTHORITY SHALL COMPLY WITH THE UNIFORM SYSTEM OF ACCOUNTS REQUIRED
   11  FOR ELECTRIC CORPORATIONS UNDER THE APPLICABLE PROVISIONS OF THE  PUBLIC
   12  SERVICE LAW.
   13    S 2. The fourth undesignated paragraph of section 1010-a of the public
   14  authorities law, as added by chapter 146 of the laws of 1951, is amended
   15  to read as follows:
   16    Subject  to  agreements  with  noteholders  and  bondholders  and  the
   17  approval of the comptroller, the authority shall prescribe a  system  of
   18  accounts.  THE  AUTHORITY  MAY  CONFORM  ITS  SYSTEM  OF ACCOUNTS TO THE
   19  ACCOUNTING SYSTEM REQUIRED FOR REPORTS FILED  PURSUANT  TO  SECTION  ONE
   20  THOUSAND TWO OF THIS TITLE.
   21    S 3. Section 2800 of the public authorities law is amended by adding a
   22  new subdivision 5 to read as follows:
        EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
                             [ ] is old law to be omitted.

    1    5.  THE  POWER  AUTHORITY  OF  THE  STATE  OF NEW YORK SHALL FILE SUCH
    2  REPORTS IN CONFORMANCE WITH, IN EXACT LIKE  MANNER,  THE  ANNUAL  REPORT
    3  REQUIRED  BY  THE  PUBLIC  SERVICE  COMMISSION FOR ELECTRIC CORPORATIONS
    4  UNDER THE APPLICABLE PROVISIONS OF THE  PUBLIC  SERVICE  LAW,  BEGINNING
    5  WITH  SUCH  REPORT  DUE  ON  THE THIRTY-FIRST DAY OF MARCH, TWO THOUSAND
    6  FIFTEEN.
    7    S 4.  This act shall take effect immediately.
