THIELE -- read once and referred to the Committee on Higher Education AN ACT in relation to establishing a task force to study the feasibility of establishing a new college of the state university at the Southamp- ton campus of Stony Brook University THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. Legislative findings and intent. The legislature finds 2 that since 2006, the state has invested more than $78 million to acquire 3 and establish a new campus as part of the state university at Southamp- 4 ton under the auspices of Stony Brook University. This investment 5 includes the purchase of the campus, a new library, renovated dormito- 6 ries and student center, a refurbished new fine arts building and thea- 7 ter, and other investments to the facilities and the physical plant. 8 The legislature further finds that it has made a commitment to main- 9 tain and expand opportunities for higher education at this campus. 10 Higher education is the key to economic recovery and the investment at 11 Southampton reflects the intent of the legislature that higher education 12 is a priority. 13 The state university has identified certain education programs, 14 including all residential facilities at the Southampton campus for 15 closure as a means to achieve certain savings. The legislature opposes 16 such closure. Therefore, the intent of this legislation is to establish 17 a task force to study the feasibility of establishing a new college of 18 the state university at Southampton as well as the feasibility of other 19 uses of the campus. (a) There is hereby created a task force to study the establish- 2 ment of a new college of the state university at Southampton. 3 (1) Such task force shall consist of thirteen voting members to be 4 appointed by the governor as follows: one shall be appointed upon the 5 recommendation of the temporary president of the senate; one shall be 6 appointed upon the recommendation of the minority leader of the senate, 7 one shall be appointed upon the recommendation of the speaker of the 8 assembly, one shall be appointed upon the recommendation of the minority 9 leader of the assembly, one shall be appointed upon the recommendation 10 of the town board of the town of Southampton, one shall be appointed 11 upon the recommendation of the village board of the village of Southamp- 12 ton, one shall be appointed upon the recommendation of the tribal trus- 13 tees of the Shinnecock Indian Nation, one shall be a resident of the 14 town of Southampton, one shall be a member of a local business organiza- 15 tion, one shall be a local environmental representative, one shall be 16 appointed upon the recommendation of the chancellor of the state univer- 17 sity, one shall be appointed upon the recommendation of the president of 18 Stony Brook University, and one shall be a member of a local civic asso- 19 ciation. 20 (2) All members of the task force shall be appointed within 30 days of 21 the effective date of this act. The chair and the vice chair of the task 22 force shall be designated by the governor and shall be members of the 23 task force. Members in general shall be selected for their expertise in 24 higher education. Eight members of the task force shall constitute a 25 quorum for the purposes of organizing the task force and conducting the 26 meetings thereof. Members of the task force shall serve without salary 27 or other compensation. The task force shall meet not less than once a 28 month at the existing campus at Southampton until a final report and 29 recommendations are submitted in accordance with subdivision (d) of this 30 section. 31 (b) Such task force shall serve to develop recommendations for the 32 future use of the Southampton campus, including but not limited to the 33 establishment of a new college of the state university at Southampton. 34 All state agencies shall provide their expertise and, where possible, 35 their resources to assist the task force in fulfilling its duties and 36 responsibilities. 37 (c) Within six months after the appointment of the members of the task 38 force, the task force shall hold a public hearing. Thereafter, the task 39 force shall consider and incorporate the comments made at such hearing 40 into preliminary recommendations. Such preliminary recommendations shall 41 be published and made available to the public, and submitted to the 42 governor, the temporary president of the senate and the speaker of the 43 assembly within nine months of the effective date of this act. Follow- 44 ing the publishing and submission of such preliminary recommendations, 45 the task force shall provide at least 30 days but not more than 45 days 46 for public comment on the recommendations. 47 (d) The task force shall develop and submit a final report of recom- 48 mendations to the governor, the temporary president of the senate and 49 the speaker of the assembly on or before December 1, 2012. 50 S 3. This act shall take effect immediately.
