       AN ACT to repeal certain provisions of the general municipal law  relat-
         ing  to  urban  renewal  agencies; to repeal certain provisions of the
         general municipal law relating to industrial development agencies;  to
         repeal  certain  provisions  of the public authorities law relating to
         certain authorities; to repeal article 2-D of the  transportation  law
         relating  to  the  Utica transit authority; and to transfer any books,
         records and remaining rights of any dissolved authority  to  an  iden-
         tifiable location
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Legislative intent. It is hereby declared to be a  substan-
    2  tial  interest  of this state that residents, governments and businesses
    3  have certainty in the corporate status and orderly dissolution of public
    4  authorities, urban renewal agencies,  industrial  development  agencies,
    5  and parking authorities, and that upon dissolution, their enabling stat-
    6  utes  will be repealed and their books, records and remaining rights, if
    7  any, will be transferred to an identifiable location. The welfare of the
    8  state necessitates ensuring that the proliferation  of  moribund  public
    9  benefit  corporations,  such  as  those included in this act found to be
   10  defunct by the comptroller, the authorities budget office  and  the  New
   11  York  state  commission  on  public  authority reform, does not continue
   12  unchecked.
   13    S 2. Title 2 of article 15-B of the general municipal law is REPEALED.
   14    S 2-a. Notwithstanding any other provision of law to the contrary, any
   15  existing records, property, rights, titles and interest of  the  Sloats-
   16  burg  urban renewal agency shall vest in and be possessed by the village
   17  of Sloatsburg and its successors or assigns.
   18    S 3. Title 6 of article 15-B of the general municipal law, as  amended
   19  by chapter 209 of the laws of 1976, is REPEALED.
   20    S 3-a. Notwithstanding any other provision of law to the contrary, any
   21  existing  records,  property,  rights, titles and interest of the Beacon

    1  community development agency shall vest in and be possessed by the  city
    2  of Beacon and its successors or assigns.
    3    S 4. Title 7 of article 15-B of the general municipal law, as added by
    4  chapter 80 of the laws of 1964, is REPEALED.
    5    S 4-a. Notwithstanding any other provision of law to the contrary, any
    6  existing  records,  property, rights, titles and interest of the Norwich
    7  urban renewal agency shall vest in and  be  possessed  by  the  city  of
    8  Norwich and its successors or assigns.
    9    S 5. Title 7 of article 15-B of the general municipal law, as added by
   10  chapter 266 of the laws of 1964, is REPEALED.
   11    S 5-a. Notwithstanding any other provision of law to the contrary, any
   12  existing  records,  property,  rights,  titles and interest of the Nyack
   13  urban renewal agency shall vest in and be possessed by  the  village  of
   14  Nyack and its successors or assigns.
   15    S 6. Title 7 of article 15-B of the general municipal law, as added by
   16  chapter 914 of the laws of 1964, is REPEALED.
   17    S 6-a. Notwithstanding any other provision of law to the contrary, any
   18  existing records, property, rights, titles and interest of the Peekskill
   19  community  development agency shall vest in and be possessed by the city
   20  of Peekskill and its successor or assigns.
   21    S 7. Title 8 of article 15-B of the general municipal law, as added by
   22  chapter 266 of the laws of 1964, is REPEALED.
   23    S 7-a. Notwithstanding any other provision of law to the contrary, any
   24  existing records, property, rights, titles and  interest  of  the  Mount
   25  Kisco urban renewal agency shall vest in and be possessed by the village
   26  of Mount Kisco and its successors or assigns.
   27    S 8. Title 8 of article 15-B of the general municipal law, as added by
   28  chapter 603 of the laws of 1964, is REPEALED.
   29    S 8-a. Notwithstanding any other provision of law to the contrary, any
   30  existing  records,  property,  rights, titles and interest of the Island
   31  Park urban renewal agency shall vest in and be possessed by the  village
   32  of Island Park and its successors or assigns.
   33    S 9. Title 9 of article 15-B of the general municipal law is REPEALED.
   34    S 9-a. Notwithstanding any other provision of law to the contrary, any
   35  existing  records,  property,  rights, titles and interest of the Ellen-
   36  ville urban renewal agency shall vest in and be possessed by the village
   37  of Ellenville and its successors or assigns.
   38    S 10. Title 10 of article 15-B of the general municipal law, as  added
   39  by chapter 83 of the laws of 1964, is REPEALED.
   40    S  10-a.  Notwithstanding  any other provision of law to the contrary,
   41  any existing records, property,  rights,  titles  and  interest  of  the
   42  Hornell  urban renewal agency shall vest in and be possessed by the city
   43  of Hornell and its successors or assigns.
   44    S 11. Title 10 of article 15-B of the general municipal law, as  added
   45  by chapter 266 of the laws of 1964, is REPEALED.
   46    S  11-a.  Notwithstanding any other provision  of law to the contrary,
   47  any existing records, property, rights, titles and interest of the Wash-
   48  ingtonville urban renewal agency shall vest in and be possessed  by  the
   49  village of Washingtonville and its successors or assigns.
   50    S  12.  Title  11  of  article  15-B  of  the general municipal law is
   51  REPEALED.
   52    S 12-a. Notwithstanding any other provision of law  to  the  contrary,
   53  any  existing  records,  property,  rights,  titles  and interest of the
   54  Mamaroneck urban renewal agency shall vest in and be  possessed  by  the
   55  town of Mamaroneck and its successors or assigns.

    1    S  13. Title 12 of article 15-B of the general municipal law, as added
    2  by chapter 266 of the laws of 1964, is REPEALED.
    3    S  13-a.  Notwithstanding  any other provision of law to the contrary,
    4  any existing records, property,  rights,  titles  and  interest  of  the
    5  Tarrytown  urban  renewal  agency  shall vest in and be possessed by the
    6  village of Tarrytown and its successors or assigns.
    7    S 14. Title 13 of  article  15-B  of  the  general  municipal  law  is
    8  REPEALED.
    9    S  14-a.  Notwithstanding  any other provision of law to the contrary,
   10  any existing records, property,  rights,  titles  and  interest  of  the
   11  Plattsburgh  urban  renewal agency shall vest in and be possessed by the
   12  city of Plattsburgh and its successors or assigns.
   13    S 15. Title 18 of  article  15-B  of  the  general  municipal  law  is
   14  REPEALED.
   15    S  15-a.  Notwithstanding  any other provision of law to the contrary,
   16  any existing records, property,  rights,  titles  and  interest  of  the
   17  Woodridge  urban  renewal  agency  shall vest in and be possessed by the
   18  village of Woodridge and its successors or assigns.
   19    S 16. Title 19 of  article  15-B  of  the  general  municipal  law  is
   20  REPEALED.
   21    S  16-a.  Notwithstanding  any other provision of law to the contrary,
   22  any existing records, property, rights, titles and interest of the Pots-
   23  dam urban renewal agency shall vest in and be possessed by the  town  of
   24  Potsdam and its successors or assigns.
   25    S  17.  Title  21  of  article  15-B  of  the general municipal law is
   26  REPEALED.
   27    S 17-a. Notwithstanding any other provision of law  to  the  contrary,
   28  any  existing  records,  property,  rights,  titles  and interest of the
   29  Lancaster urban renewal agency shall vest in and  be  possessed  by  the
   30  town of Lancaster and its successors or assigns.
   31    S  18.  Title  25  of  article  15-B  of  the general municipal law is
   32  REPEALED.
   33    S 18-a. Notwithstanding any other provision of law  to  the  contrary,
   34  any  existing  records,  property,  rights,  titles  and interest of the
   35  Gouverneur urban renewal agency shall vest in and be  possessed  by  the
   36  town of Gouverneur and its successors or assigns.
   37    S  18-b.    Title  26  of article 15-B of the general municipal law is
   38  REPEALED.
   39    S 18-c. Notwithstanding any other provision of law  to  the  contrary,
   40  any  existing  records,  property,  rights,  titles, and interest of the
   41  Lockport urban renewal agency shall vest in  and  be  possessed  by  the
   42  village of Lockport and its successors or assigns.
   43    S  19.  Title  27  of  article  15-B  of  the general municipal law is
   44  REPEALED.
   45    S 19-a. Notwithstanding any other provision of law  to  the  contrary,
   46  any  existing  records,  property,  rights,  titles  and interest of the
   47  village of Clayville urban renewal agency shall vest in and be possessed
   48  by the village of Clayville and its successors or assigns.
   49    S 20. Title 27-A of article 15-B  of  the  general  municipal  law  is
   50  REPEALED.
   51    S  20-a.  Notwithstanding  any other provision of law to the contrary,
   52  any existing records, property,  rights,  titles  and  interest  of  the
   53  village of Walden urban renewal agency shall vest in and be possessed by
   54  the village of Walden and its successors or assigns.
   55    S  21.  Title  29  of  article  15-B  of  the general municipal law is
   56  REPEALED.

    1    S 21-a. Notwithstanding any other provision of law  to  the  contrary,
    2  any existing records, property, rights, titles and interest of the Ilion
    3  urban  renewal  agency  shall vest in and be possessed by the village of
    4  Ilion and its successors or assigns.
    5    S  22.  Title  30  of  article  15-B  of  the general municipal law is
    6  REPEALED.
    7    S 22-a. Notwithstanding any other provision of law  to  the  contrary,
    8  any  existing  records,  property,  rights,  titles  and interest of the
    9  village of Penn Yan urban renewal agency shall vest in and be  possessed
   10  by the village of Penn Yan and its successors or assigns.
   11    S  23.  Title  31  of  article  15-B  of  the general municipal law is
   12  REPEALED.
   13    S 23-a. Notwithstanding any other provision of law  to  the  contrary,
   14  any  existing  records,  property,  rights,  titles  and interest of the
   15  village of Pawling urban renewal agency shall vest in and  be  possessed
   16  by the village of Pawling and its successors or assigns.
   17    S  24.  Title  32  of  article  15-B  of  the general municipal law is
   18  REPEALED.
   19    S 24-a. Notwithstanding any other provision of law  to  the  contrary,
   20  any  existing  records,  property,  rights,  titles, and interest of the
   21  Newburgh community development agency shall vest in and be possessed  by
   22  the city of Newburgh and its successors or assigns.
   23    S  25.  Title  33  of  article  15-B  of  the general municipal law is
   24  REPEALED.
   25    S 25-a. Notwithstanding any other provision of law  to  the  contrary,
   26  any existing records, property, rights, titles and interest of the Bald-
   27  winsville  urban  renewal  agency  shall vest in and be possessed by the
   28  village of Baldwinsville and its successors or assigns.
   29    S 26. Title 35 of  article  15-B  of  the  general  municipal  law  is
   30  REPEALED.
   31    S  26-a.  Notwithstanding  any other provision of law to the contrary,
   32  any existing records, property,  rights,  titles  and  interest  of  the
   33  village  of  Hamburg urban renewal agency shall vest in and be possessed
   34  by the village of Hamburg and its successors or assigns.
   35    S 27. Title 38 of  article  15-B  of  the  general  municipal  law  is
   36  REPEALED.
   37    S  27-a.  Notwithstanding  any other provision of law to the contrary,
   38  any existing records, property, rights, titles and interest of the Sara-
   39  nac Lake urban renewal agency shall vest in  and  be  possessed  by  the
   40  village of Saranac Lake and its successors or assigns.
   41    S  28.  Title  40  of  article  15-B  of  the general municipal law is
   42  REPEALED.
   43    S 28-a. Notwithstanding any other provision of law  to  the  contrary,
   44  any existing records, property, rights, titles and interest of the Tuck-
   45  ahoe  urban renewal agency shall vest in and be possessed by the village
   46  of Tuckahoe and its successors or assigns.
   47    S 29. Title 42 of  article  15-B  of  the  general  municipal  law  is
   48  REPEALED.
   49    S  29-a.  Notwithstanding  any other provision of law to the contrary,
   50  any existing records, property,  rights,  titles  and  interest  of  the
   51  Palmyra  urban  renewal  agency  shall  vest  in and be possessed by the
   52  village of Palmyra and its successors or assigns.
   53    S 30. Title 43 of  article  15-B  of  the  general  municipal  law  is
   54  REPEALED.
   55    S  30-a.  Notwithstanding  any other provision of law to the contrary,
   56  any existing records, property,  rights,  titles  and  interest  of  the

    1  Newark  urban  renewal  agency  shall  vest  in  and be possessed by the
    2  village of Newark and its successors or assigns.
    3    S  31.  Title  44  of  article  15-B  of  the general municipal law is
    4  REPEALED.
    5    S 31-a. Notwithstanding any other provision of law  to  the  contrary,
    6  any existing records, property, rights, titles and interest of the Sala-
    7  manca urban renewal agency shall vest in and be possessed by the city of
    8  Salamanca and its successors or assigns.
    9    S  32.  Title  45  of  article  15-B  of  the general municipal law is
   10  REPEALED.
   11    S 32-a. Notwithstanding any other provision of law  to  the  contrary,
   12  any  existing  records,  property,  rights,  titles  and interest of the
   13  village of East Rochester urban renewal agency  shall  vest  in  and  be
   14  possessed  by  the  village  of  East  Rochester  and  its successors or
   15  assigns.
   16    S 33. Title 46 of  article  15-B  of  the  general  municipal  law  is
   17  REPEALED.
   18    S  33-a.  Notwithstanding  any other provision of law to the contrary,
   19  any existing records, property,  rights,  titles  and  interest  of  the
   20  Auburn  urban renewal agency shall  vest in and be possessed by the city
   21  of Auburn and its successors or assigns.
   22    S 34. Title 48 of  article  15-B  of  the  general  municipal  law  is
   23  REPEALED.
   24    S  34-a.  Notwithstanding  any other provision of law to the contrary,
   25  any existing records, property,  rights,  titles  and  interest  of  the
   26  village of New Paltz urban renewal agency shall vest in and be possessed
   27  by the village of New Paltz and its successors or assigns.
   28    S  35.  Title  49  of  article  15-B  of  the general municipal law is
   29  REPEALED.
   30    S 35-a. Notwithstanding any other provision of law  to  the  contrary,
   31  any  existing  records,  property,  rights,  titles  and interest of the
   32  Ogdensburg urban renewal agency shall vest in and be  possessed  by  the
   33  city of Ogdensburg and its successors or assigns.

   44  village  of  Johnson  City  urban  renewal  agency  shall vest in and be
   45  possessed by the village of Johnson City and its successors or assigns.

   53    S  48-a.  Notwithstanding  any other provision of law to the contrary,

   55  village  of  Geneseo urban renewal agency shall vest in and be possessed

    6  town of Bethlehem and its successors or assigns.
    7    S 50. Title 78 of  article  15-B  of  the  general  municipal  law  is
    8  REPEALED.
    9    S  50-a.  Notwithstanding  any other provision of law to the contrary,
   10  any existing records, property,  rights,  titles  and  interest  of  the
   11  village  of  Massena urban renewal agency shall vest in and be possessed
   12  by the village of Massena and its successors or assigns.
   13    S 51. Title 80 of  article  15-B  of  the  general  municipal  law  is
   14  REPEALED.
   15    S  51-a.  Notwithstanding  any other provision of law to the contrary,
   16  any existing records, property,  rights,  titles  and  interest  of  the
   17  Watervliet  urban  renewal  agency shall vest in and be possessed by the
   18  city of Watervliet and its successors or assigns.
   19    S 52. Title 81 of  article  15-B  of  the  general  municipal  law  is
   20  REPEALED.
   21    S  52-a.  Notwithstanding  any other provision of law to the contrary,
   22  any existing records, property, rights, titles, and interest of the  New
   23  Rochelle urban renewal agency shall vest in and be possessed by the city
   24  of New Rochelle and its successors or assigns.
   25    S  53.  Title  82  of  article  15-B  of  the general municipal law is
   26  REPEALED.
   27    S 53-a. Notwithstanding any other provision of law  to  the  contrary,
   28  any  existing  records,  property,  rights,  titles  and interest of the
   29  village of Fort Edward  urban  renewal  agency  shall  vest  in  and  be
   30  possessed by the village of Fort Edward and its successors or assigns.
   31    S  54.  Title  83  of  article  15-B  of  the general municipal law is
   32  REPEALED.
   33    S 54-a. Notwithstanding any other provision of law  to  the  contrary,
   34  any  existing  records,  property,  rights,  titles  and interest of the
   35  Dunkirk urban renewal agency shall vest in and be possessed by the  city
   36  of Dunkirk and its successors or assigns.
   37    S  55.  Title  84  of  article  15-B  of  the general municipal law is
   38  REPEALED.
   39    S 55-a. Notwithstanding any other provision of law  to  the  contrary,
   40  any  existing  records,  property,  rights,  titles  and interest of the
   41  village of  Monticello  urban  renewal  agency  shall  vest  in  and  be
   42  possessed by the village of Monticello and its successors or assigns.
   43    S  56.    Title  85  of  article  15-B of the general municipal law is
   44  REPEALED.
   45    S 56-a. Notwithstanding any other provision of law  to  the  contrary,
   46  any  existing  records,  property, rights, titles of the village of East
   47  Syracuse urban renewal agency shall vest in  and  be  possessed  by  the
   48  village of East Syracuse and its successors or assigns.
   49    S  57.    Title  89  of  article  15-B of the general municipal law is
   50  REPEALED.
   51    S 57-a. Notwithstanding any other provision of law  to  the  contrary,
   52  any  existing  records,  property,  rights,  titles  and interest of the
   53  village of Catskill urban renewal agency shall vest in and be  possessed
   54  by the village of Catskill and its successors or assigns.

   37    S  126-a.  Notwithstanding any other provision of law to the contrary,
   38  any existing records, property, rights,  titles  and  interest  and  all
   39  obligations and liabilities of the city of Oneida industrial development
   40  agency  shall  vest  in  and  be possessed by the city of Oneida and its
   41  successors or assigns.
   42    S 127. Section 907-c of the general municipal law is REPEALED.
   43    S 127-a.  Notwithstanding any other provision of law to the  contrary,
   44  any  existing  records,  property,  rights,  titles and interest and all
   45  obligations and liabilities of the town of Liberty  industrial  develop-
   46  ment  agency  shall  vest in and be possessed by the town of Liberty and
   47  its successors or assigns.
   48    S 128. Section 908-a of the general municipal law is REPEALED.
   49    S 128-a.  Notwithstanding any other provision of law to the  contrary,
   50  any  existing  records,  property,  rights,  titles and interest and all
   51  obligations and liabilities of  the  village  of  Monticello  industrial
   52  development  agency  shall  vest  in  and be possessed by the village of
   53  Monticello and its successors or assigns.
   54    S 129. Section 923-e of the general municipal law is REPEALED.
   55    S 129-a.  Notwithstanding any other provision of law to the  contrary,
   56  any  existing  records,  property,  rights,  titles and interest and all

    1  obligations and liabilities of the Kent  industrial  development  agency
    2  shall vest in and be possessed by the town of Kent and its successors or
    3  assigns.
    4    S 130. Section 924-a of the general municipal law is REPEALED.
    5    S  130-a.  Notwithstanding any other provision of law to the contrary,
    6  any existing records, property, rights,  titles  and  interest  and  all
    7  obligations  and  liabilities  of the town of North Hempstead industrial
    8  development agency shall vest in and be possessed by the town  of  North
    9  Hempstead and its successors or assigns.
   10    S 131. Section 925 of the general municipal law is REPEALED.
   11    S  131-a.  Notwithstanding any other provision of law to the contrary,
   12  any existing records, property, rights,  titles  and  interest  and  all
   13  obligations  and  liabilities  of  the  Woodridge industrial development
   14  agency shall vest in and be possessed by the village  of  Woodridge  and
   15  its successors or assigns.
   16    S 132. Section 925-e of the general municipal law is REPEALED.
   17    S  132-a.  Notwithstanding any other provision of law to the contrary,
   18  any existing records, property, rights,  titles  and  interest  and  all
   19  obligations and liabilities of the town of Fallsburg industrial develop-
   20  ment  agency shall vest in and be possessed by the town of Fallsburg and
   21  its successors or assigns.
   22    S 133. Section 925-u of the general municipal law is REPEALED.
   23    S 133-a. Notwithstanding any other provision of law to  the  contrary,
   24  any  existing  records,  property,  rights,  titles and interest and all
   25  obligations and liabilities of the town of Southampton industrial devel-
   26  opment agency shall vest in and be possessed by the town of  Southampton
   27  and its successors or assigns.
   28    S 134. Section 927-c of the general municipal law is REPEALED.
   29    S  134-a.  Notwithstanding any other provision of law to the contrary,
   30  any existing records, property, rights,  titles  and  interest  and  all
   31  obligations  and liabilities of the town of Altamont industrial develop-
   32  ment agency shall vest in and be possessed by the town of  Altamont  and
   33  its successors or assigns.
   34    S  135.  Separability  clause.  If  any  clause,  sentence, paragraph,
   35  section or part of this act shall be adjudged by any court of  competent
   36  jurisdiction  to  be  invalid  such judgment shall not affect, impair or
   37  invalidate the remainder of this act, but shall be confined in its oper-
   38  ation to the  clause,  sentence,  paragraph,  section  or  part  thereof
   39  directly  involved  in the controversy in which such judgment shall have
   40  been rendered.
   41    S 136. This act shall take effect on the sixtieth day after  it  shall
   42  have become a law.
