        AN  ACT  to  amend  the  alcoholic  beverage control law, in relation to
          authorizing the issuance of a license to certain motion picture  thea-
          tres
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. Section 64-a of  the  alcoholic  beverage  control  law  is
     2  amended by adding a new subdivision 6-a to read as follows:
     3    6-a.    Notwithstanding subdivision six of this section, the authority
     4  may issue a license to serve beer, wine and cider  as  provided  for  in
     5  section  eighty-one-a  and section one hundred six of this chapter, to a
     6  corporation organized pursuant to  the  not-for-profit  corporation  law
     7  operating  a  motion  picture  theatre on a part-time or full-time basis
     8  located on the premises of any of the following three parcels. Provided,
     9  however, the authority shall require that  (i)  each  of  the  following
    10  three parcels secures written support, that is filed with the authority,
    11  for  any such license from the relevant local community boards, and (ii)
    12  each such license shall stipulate that while beer, wine  and  cider  are
    13  being  given  away, sold, or otherwise made available during the showing
    14  of any motion picture or film in any screening room of a motion  picture
    15  theatre  or  film  theatre  located  on the premises of any of the three
    16  parcels, then every customer, patron, guest or member admitted  to  such
    17  motion picture or film theatre must be twenty-one years of age or older,
    18  and the process by which such policy shall be implemented and enforced.
    19    PARCEL A
    20    BEGINNING  at  the  corner formed by the intersection of the Southerly
    21  side of Lafayette Avenue with the Easterly side of Ashland Place;
    22    RUNNING THENCE Easterly along the Southerly side of Lafayette  Avenue,
    23  one hundred and seventy-six (176) feet one (1) inch to the Westerly side
    24  of St. Felix Street,
    25    THENCE  Southerly  along  the  Westerly  side of St. Felix Street, two
    26  hundred and fifteen (215) feet;

     1    THENCE Westerly  parallel  with  Lafayette  Avenue  and  part  of  the
     2  distance  through  a  party wall, one hundred and eighty-five (185) feet
     3  one-half (1/2) of an inch to the Easterly side of Ashland Place;
     4    THENCE Northerly along the Easterly side of Ashland Place, two hundred
     5  and fifteen (215) feet two and one-quarter (2 1/4) inches to the corner,
     6  the point or place of BEGINNING.
     7    PARCEL B
     8    BEGINNING  at  the  corner formed by the intersection of the Southerly
     9  side of Lafayette Avenue (90  feet  wide)  with  the  Westerly  side  of
    10  Ashland  Place  (Irregular  width)  as  said streets appear on the Final
    11  Topographical Maps of the City of New York for the Borough of Brooklyn;
    12    RUNNING THENCE Southerly along the Westerly  side  of  Ashland  Place,
    13  94.17 feet to an angle point;
    14    THENCE Southerly along the Westerly side of Ashland Place along a line
    15  forming  an  interior  angle with the preceding course of 179 degrees 58
    16  minutes 47 seconds, 292.51 feet to an angle point;
    17    THENCE Southerly along the Westerly side of Ashland Place along a line
    18  forming an interior angle with the last mentioned course of 177  degrees
    19  38 minutes 04 seconds, 21.21 feet to an angle point;
    20    THENCE Southerly along the Westerly side of Ashland Place along a line
    21  forming  an  interior  angle with the preceding course of 181 degrees 31
    22  minutes 04 seconds, 21.73 feet to an angle point;
    23    THENCE Southerly along the Westerly side of Ashland Place along a line
    24  forming an interior angle with the last mentioned course of 180  degrees

    29    THENCE Southwesterly along a line forming an interior angle  with  the
    30  last mentioned course of 114 degrees 19 minutes 06 seconds, 9.17 feet to
    31  the Northeasterly side of Flatbush Avenue (110 feet wide) as said street
    32  appears  on the Final Topographical Maps of the City of New York for the
    33  Borough of Brooklyn;
    34    THENCE Northwesterly along said Northeasterly side of Flatbush  Avenue
    35  (110 feet wide), 371.37 feet;
    36    THENCE Northerly along a line forming an interior angle with the East-
    37  erly  side  of Flatbush Avenue (110 feet wide) 156 degrees 44 minutes 32
    38  seconds, 18.49 feet;
    39    THENCE Westerly along a line forming an interior angle with  the  last
    40  mentioned course 271 degrees 42 minutes 46 seconds, 2.99 feet;
    41    THENCE  Northerly  parallel  with the easterly side of Flatbush Avenue
    42  (Temple Square) and along a line forming an exterior angle with the last
    43  mentioned course of 88 degrees 50 minutes 32 seconds, 109.30 feet to the
    44  Southerly side of Lafayette Avenue (90 feet wide); and
    45    THENCE Easterly along the Southerly side of Lafayette  Avenue,  152.51
    46  feet  to  the corner formed by the intersection of the Southerly side of
    47  Lafayette Avenue with the Westerly side of Ashland Place, the  point  or
    48  place of BEGINNING.
    49    PARCEL C
    50    BEGINNING at a point on the Northerly side of Fulton Street (80' wide)
    51  a  distance  of  46 feet 10 inches (46.83) Southeasterly from the inter-
    52  section of the Northerly side of Fulton Street with the Easterly Side of
    53  Rockwell Place (50' wide) and;
    54    RUNNING THENCE Northeasterly  at  right  angles  to  Fulton  Street  a
    55  distance of 65 feet 7 inches (65.58) to a point;
