STATE OF NEW YORK ________________________________________________________________________ 9122 IN ASSEMBLY January 28, 2016 ___________ Introduced by M. of A. BICHOTTE -- read once and referred to the Commit- tee on Governmental Operations AN ACT to direct the empire state development corporation to conduct a study on the feasibility of a minority and women-owned business enter- prise capacity mentorship program The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. 1. The empire state development corporation shall conduct a 2 study to explore the feasibility of a minority and women-owned business 3 enterprise capacity mentorship program. The study should focus on which 4 agencies and industries would benefit most from such program, its dura- 5 tion, and any fiscal implication. The study should specifically focus 6 on: 7 a. which state agencies would benefit most from such program concen- 8 trating in construction; 9 b. which state agencies would benefit most from such program concen- 10 trating in professional services; 11 c. which state agencies would benefit most from such program concen- 12 trating in standard services; 13 d. which state agencies would benefit most from such program concen- 14 trating in goods and purchases; 15 e. the duration of time necessary for each program concentration 16 described in paragraphs a through d of this subdivision; and 17 f. how to facilitate such program as prequalifying for participating 18 minority and women-owned business enterprises to enter into contracts 19 with such agencies upon completion of the program. 20 2. Within six months of the effective date of this act, the empire 21 state development corporation shall issue a report of its findings of 22 the feasibility study to the governor, the temporary president of the 23 senate and the speaker of the assembly. Such report shall include, but 24 not be limited to, the following: 25 a. actions that can be implemented to establish such capacity mentor- 26 ship program, a plan of action for such implementation, and the esti- 27 mated duration and cost of the program; EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted.
