YOUNG, AVELLA, BONACIC -- read twice and ordered printed, and when printed to be committed to the Committee on Corpo- rations, Authorities and Commissions AN ACT to amend the public authorities law, in relation to providing toll exemptions for farmers transporting their goods to the city of New York THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. The public authorities law is amended by adding a new 2 section 2858 to read as follows: 3 S 2858. EXEMPTIONS FROM TOLLS. 1. ANY PUBLIC AUTHORITY UNDER TITLE 4 NINE OF ARTICLE TWO, TITLE TWO OF ARTICLE THREE OR TITLE THREE OF ARTI- 5 CLE THREE OF THIS CHAPTER, SHALL PROVIDE AN EXEMPTION FROM ANY TOLL 6 IMPOSED BY SUCH AUTHORITY FOR TRANSPORTATION ACROSS, ON OR THROUGH ANY 7 BRIDGE, ROAD OR TUNNEL, FOR ANY FARMER OR FOOD PRODUCER WHO: 8 A. FARMS OR PRODUCES FOOD, INCLUDING FISH AND FISH PRODUCTS, ON A 9 PROPERTY LOCATED IN THE STATE; AND 10 B. IS TRANSPORTING SUCH FOOD TO THE CITY OF NEW YORK FOR THE PURPOSES 11 OF CONSUMPTION WITHIN SUCH CITY. 12 2. ANY PERSON EXEMPT FROM A TOLL PURSUANT TO SUBDIVISION ONE OF THIS 13 SECTION SHALL ALSO BE EXEMPT FROM ANY CONGESTION PRICING PLAN IMPLE- 14 MENTED IN THE CITY OF NEW YORK. 15 3. THE NEW YORK STATE THRUWAY AUTHORITY SHALL ESTABLISH ACCEPTABLE 16 FORMS OF PROOF TO SHOW THAT AN INDIVIDUAL DOES, IN FACT, COMPLY WITH 17 PARAGRAPHS A AND B OF SUBDIVISION ONE OF THIS SECTION. 18 S 2. This act shall take effect on the one hundred eightieth day after 19 it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
