       AN ACT to amend the state law, the highway law  and  the  administrative
         code of the city of New York in relation to renaming the Staten Island
         Expressway the "POW-MIA Memorial Highway"
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Notwithstanding any other law to the contrary, the official
    2  name of all that portion of the state highway system located in Richmond
    3  county constituting route 440 from Outerbridge  Crossing  to  route  278
    4  (West  Shore  Expressway)  and route 278 from the Goethals bridge to the
    5  Verrazano-Narrows  bridge  (Staten  Island  Expressway)  shall  be   the
    6  "POW-MIA  Memorial  Highway",  as  such highway is designated in section
    7  343-h of the highway law.
    8    S 2. Subdivisions 63 and 64 of section 121 of the state law, as  added
    9  by chapter 16 of the laws of 2012, are amended to read as follows:
   10    63.  Sixty-third district. In the county of Richmond, that part of the
   11  borough of Staten Island bounded by a line described as follows:  Begin-
   12  ning at the point where the New York/New Jersey border intersects with a
   13  line extended northwesterly from Harbor Road, thence southeasterly along
   14  said line to Harbor Road, thence southerly along  said  road  to  Forest
   15  Avenue,  thence  easterly along said avenue to Summerfield Place, thence

    5    S  3.  The  paragraph  relating  to interstate route connection 512 of
    6  section 340-a of the highway law, as amended by chapter 453 of the  laws
    7  of 2008, is amended to read as follows:
    8    Interstate  Route  Connection  512. [Staten Island expressway] POW-MIA
    9  MEMORIAL HIGHWAY from  Goethals  bridge  approach  to  Verrazano-Narrows
   10  bridge   approach,  Brooklyn-Queens  expressway  from  Verrazano-Narrows
   11  bridge approach to Grand Central parkway,  Grand  Central  parkway  from
   12  Brooklyn-Queens  expressway  to Robert F. Kennedy bridge approach, Major
   13  Deegan expressway from Robert F.  Kennedy bridge approach to  the  West-
   14  chester county line connecting with interstate route 502.
   15    S  4. Section 343-a of the highway law, as added by chapter 110 of the
   16  laws of 1996, is amended to read as follows:
   17    S 343-a. Portion of state highway system in the county of Richmond  to
   18  be  designated  as  "The Korean War Veterans Memorial Parkway". All that
   19  portion of the state highway system in the county of Richmond constitut-
   20  ing the Richmond Parkway from [Staten Island Expressway] POW-MIA MEMORI-
   21  AL HIGHWAY to Outerbridge Crossing  Approach  shall  be  designated  and
   22  known as "The Korean War Veterans Memorial Parkway".
   23    S  5.  Section  349-f of the highway law, as amended by chapter 558 of
   24  the laws of 2010, is amended to read as follows:
   25    S 349-f. New York city routes. The following existing or proposed main
   26  routes or thoroughfares, are designated herein, as aforesaid, viz.:
   27    New England thruway from  the  Westchester  county  line  to  Bruckner
   28  expressway;  Bruckner  expressway  from New England thruway to Robert F.
   29  Kennedy bridge approach; Hutchinson river parkway from  the  Westchester
   30  county line to the Bronx-Whitestone bridge approach; Bronx river parkway
   31  from  the  Westchester  county line to Bruckner expressway; Henry Hudson
   32  parkway from the Westchester county line to Miller highway excepting the
   33  Henry Hudson bridge, provided that no portion of this  route  from  West
   34  Seventy-second street to the Cross Bronx expressway shall be constructed
   35  or reconstructed so as to encroach in any way on or over any land mapped
   36  or  used  for park purposes except for such temporary encroachment of no
   37  more than ten feet in width from seventy-third street  to  seventy-sixth
   38  street  as may be essential during and for the purpose of reconstruction
   39  or repair of the existing roadway following which there  shall  be  full
   40  restoration  of  park  land;  Major Deegan expressway from the Robert F.
   41  Kennedy bridge to Central Park avenue at  the  Westchester  county  line
   42  together  with  a connection to Broadway and along Broadway to Manhattan
   43  college parkway; Cross Bronx expressway from  George  Washington  bridge
   44  approach  to  Throgs  Neck  bridge; Throgs Neck expressway from Bruckner
   45  expressway to Throgs Neck bridge; Arthur  V.  Sheridan  expressway  from
   46  Cross-Bronx  expressway  to  Bruckner  expressway;  Mosholu parkway from
   47  Henry Hudson parkway to Bronx river parkway; Bronx  and  Pelham  parkway
   48  from  Bronx river parkway to New England thruway; Boston road from Bronx

   38    b. If any numbered paragraph of subdivision a of this section  or  any
   39  clause,  sentence  or  part  of  any  such  numbered  paragraph shall be
   40  adjudged by a court of competent jurisdiction to be invalid, such  judg-
   41  ment shall not affect, impair or invalidate any other numbered paragraph
   42  of subdivision a of this section, but shall be confined in its operation
   43  to the numbered paragraph which was directly involved in the controversy
   44  or  of  which  a clause, sentence, or part was directly involved in such
   45  controversy.
   46    c. The provisions of this section shall apply to  the  nomination  and
   47  election  of  council members at the primary and general election in the
   48  year nineteen hundred eighty-one and thereafter  and  elections  by  the
   49  voters  for  the  filling  of  vacancies  in  the offices of the council
   50  members so elected arising otherwise than by expiration of the term, for
   51  the balance thereof.
   52    S 7. The closing paragraph of subclause (C) of clause (i) of  subpara-
   53  graph  (a)  of  paragraph  8  of  subdivision d of section 11-243 of the
   54  administrative code of the city of New York, as  amended  by  local  law
   55  number  41 of the city of New York for the year 1988, is amended to read
   56  as follows:
