       Introduced  by Sens. PARKER, GRISANTI -- read twice and ordered printed,
         and when printed to be committed to  the  Committee  on  Education  --
         recommitted  to  the  Committee on Education in accordance with Senate
         Rule  6,  sec.  8  --  committee  discharged,  bill  amended,  ordered
         reprinted as amended and recommitted to said committee
       AN ACT to amend the education law, in relation to requiring all teachers
         to  complete  training in the area of autism and directing the commis-
         sioner of education to assure that such training is  included  in  all
         teacher certification programs
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Subdivision 4 of section 3004  of  the  education  law,  as
    2  amended  by  chapter  484  of  the  laws  of 2008, is amended to read as
    3  follows:
    4    4. a. The commissioner shall prescribe regulations requiring that  all
    5  persons applying on or after September second, two thousand [nine] THIR-
    6  TEEN  for  a  teaching  certificate  or license as a [special education]
    7  teacher for the purposes pursuant to article eighty-nine of this chapter
    8  shall, in addition to all the other certification or licensing  require-
    9  ments,  have completed enhanced course work or training in area of chil-
   10  dren with autism. In  addition,  such  regulations  shall  require  that
   11  enhanced  training in the needs of autistic children be provided to each
   12  certified school  administrator  or  supervisor  assigned  on  or  after
   13  September  second,  two  thousand  [nine]  TWELVE  to serve as a special
   14  education administrator.  Such training shall be provided prior  to,  or
   15  as  soon  as  practicable  following,  assignment as a special education
   16  administrator. Individuals serving as special  education  administrators
   17  as  of  September second, two thousand [nine] TWELVE shall complete such
   18  training by such date. The enhanced course work  or  training  shall  be
   19  obtained  from an institution or provider which has been approved by the
   20  department to provide such course work  or  training  in  the  needs  of

    1  autistic  children, provided that enhanced training for certified school
    2  administrators or supervisors that meets  standards  prescribed  by  the
    3  commissioner may be included in the professional development provided by
    4  the school district or board of cooperative educational services to such
    5  administrators or supervisors.
    6    b.  The  commissioner  shall  assure  that  teacher preparation insti-
    7  tutions, in the [two thousand eight--two  thousand  nine]  TWO  THOUSAND
    8  THIRTEEN--TWO  THOUSAND  FOURTEEN  academic year, include instruction in
    9  the needs of autistic children in all programs leading to  certification
   10  as a [special education] teacher.
   11    S  2.  This  act  shall  take  effect  on  the first of September next
   12  succeeding the date on which it shall have become a law.
