HINCHEY -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Govern- ment Operations -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT establishing the New York state rural ambulance services task force; and providing for the repeal of such provisions upon expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. 1. The department of health is hereby authorized to estab- 2 lish the New York state rural ambulance services task force within the 3 bureau of emergency medical services to examine, evaluate and make 4 recommendations concerning New York state ambulance services in rural 5 areas. 6 2. (a) Such task force shall be comprised of: 7 (i) two members appointed by the governor; 8 (ii) two members appointed by the temporary president of the senate; 9 (iii) two members appointed by the speaker of the assembly; 10 (iv) one member appointed by the minority leader of the senate; 11 (v) one member appointed by the minority leader of the assembly; 12 (vi) two members appointed by the office of fire prevention and 13 control; and 14 (vii) two members appointed by the bureau of emergency medical 15 services. 16 (b) One of the appointments by the governor shall serve as chairperson 17 of the task force. 18 (c) The members of the task force shall receive no compensation for 19 their services, but shall be allowed their actual and necessary expenses 20 incurred in the performance of their services. LBD04499-04-1S. 3503--B 2 1 (d) All departments, divisions, bureaus, commissions, districts or 2 agencies of the state or any political subdivisions thereof shall, at 3 the request of the chairperson, provide the task force with such facili- 4 ties, assistance and data as will enable the task force to carry out its 5 powers and duties. 6 3. Such task force shall conduct a study on the unique challenges 7 faced by New York state ambulance services in rural areas and possible 8 long term solutions to such challenges. Such study shall include, but 9 not be limited to the following: 10 (a) determining and assessing business models for ambulance services 11 in rural areas throughout the state; 12 (b) assessing various methods to fund or otherwise raise capital for 13 such services; and 14 (c) studying any other issue such task force deems relevant. 15 4. Within twelve months of the effective date of this act, the depart- 16 ment of health shall submit a report detailing the findings of the study 17 to the governor, the temporary president of the senate, and the speaker 18 of the assembly. 19 § 2. This act shall take effect immediately and shall expire and be 20 deemed repealed 2 years after such effective date.
