SAVINO -- read twice and ordered printed, and when printed to be committed to the Committee on Judiciary CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY proposing an amendment to section 1 of article 2 of the constitution, in relation to qualifications of voters 1 Section 1. Resolved (if the Assembly concur), That section 1 of arti- 2 cle 2 of the constitution be amended to read as follows: 3 Section 1. Every citizen shall be entitled to vote at every election 4 for all officers elected by the people and upon all questions submitted 5 to the vote of the people provided that such citizen is eighteen years 6 of age or over and shall have been a resident of this state, and of the 7 county, city, or village for thirty days next preceding an election; 8 PROVIDED, HOWEVER, A CITIZEN WHO IS SEVENTEEN YEARS OF AGE AT THE TIME 9 OF A PRIMARY ELECTION FOR PRESIDENT OF THE UNITED STATES AND WHO WILL BE 10 EIGHTEEN YEARS OF AGE AT THE TIME OF THE GENERAL ELECTION FOR WHICH SUCH 11 PRIMARY ELECTION IS HELD SHALL BE ELIGIBLE TO VOTE IN SUCH PRIMARY 12 ELECTION. 13 S 2. Resolved (if the Assembly concur), That the foregoing amendment 14 be referred to the first regular legislative session convening after the 15 next succeeding general election of members of the assembly, and, in 16 conformity with section 1 of article 19 of the constitution, be 17 published for 3 months previous to the time of such election.
