        Introduced  by  Sen. LAVALLE -- read twice and ordered printed, and when
          printed to be committed to the Committee on Higher Education
        AN ACT to amend the education  law,  in  relation  to  establishing  the
          community college funding study
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. Section 6304 of the education law is amended  by  adding  a
     2  new subdivision 14 to read as follows:
     3    14.  Community college funding study. a. The state university trustees
     4  and the city university trustees shall require  each  community  college
     5  president  in  each of their university systems to establish an internal
     6  committee that shall be directed  to  study  the  effectiveness  of  the
     7  current  full  time  equivalent  (FTE)  funding formula and alternatives
     8  based on funding by academic program that takes into account the specif-
     9  ic mission, needs, geographic location and uniqueness of such  community
    10  college.
    11    b.  The  internal committee established by each such community college
    12  president shall consult with the board of trustees of  their  university
    13  system and provide information that may be requested to such trustees to
    14  aid  in the creation of recommendations required pursuant to this subdi-
    15  vision, and may consult with  higher  education  professionals  and  the
    16  regional  state university of New York community college council in such
    17  region, if applicable.
    18    c. Each internal committee shall consider:
    19    (i) the effect of the current FTE funding model on overall funding for
    20  the community college and alternatives to such model;
    21    (ii) the creation of new academic programs that may be  beneficial  in
    22  supporting regional business and industry workforce needs;
    23    (iii)  duplication  of  academic  degree  programs  in  such community
    24  college's region; and
    25    (iv) any other issues the internal committee deems necessary.

     1    d. Each internal  committee  shall  report  recommendations  to  their
     2  university  system's  board  of trustees on December first, two thousand
     3  seventeen, and the board of trustees of both the  state  university  and
     4  the  city  university  shall report recommendations to the chairs of the
     5  senate  and  assembly  higher education committees by January first, two
     6  thousand eighteen provided however, that nothing in this  section  shall
     7  be construed to require a change in state support.
     8    § 2. This act shall take effect immediately.
