        Introduced  by  Sen. SKOUFIS -- read twice and ordered printed, and when
          printed to be committed to the Committee on Investigations and Govern-
          ment Operations

        AN ACT to amend the  public  officers  law,  in  relation  to  requiring
          inter-agency  records  prepared by an outside consultant at the behest
          of an agency to be subject to FOIL disclosure

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1. Paragraph (g) of subdivision 2 of section 87 of the public
     2  officers law is amended by adding  a  new  subparagraph  v  to  read  as
     3  follows:
     4    v. records prepared by an outside consultant at the behest of an agen-
     5  cy;
     6    § 2. This act shall take effect immediately.
