BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
| Section 1. That section 4501.21 be amended and section | 4 |
| 4503.732 of the Revised Code be enacted to read as follows: | 5 |
| Sec. 4501.21. (A) There is hereby created in the state | 6 |
| treasury the license plate contribution fund. The fund shall | 7 |
| consist of all contributions paid by motor vehicle registrants and | 8 |
| collected by the registrar of motor vehicles pursuant to sections | 9 |
| 4503.491, 4503.493, 4503.494, 4503.496, 4503.498, 4503.499, | 10 |
| 4503.50, 4503.501, 4503.502, 4503.505, 4503.51, 4503.522, | 11 |
| 4503.523, 4503.531, 4503.545, 4503.55, 4503.551, 4503.552, | 12 |
| 4503.553, 4503.561, 4503.562, 4503.564, 4503.591, 4503.67, | 13 |
| 4503.68, 4503.69, 4503.701, 4503.71, 4503.711, 4503.712, 4503.713, | 14 |
| 4503.72, 4503.73, 4503.732, 4503.74, 4503.75, 4503.751, 4503.85, | 15 |
| 4503.89, 4503.92, and 4503.94 of the Revised Code. | 16 |
| (B) The registrar shall pay the contributions the registrar | 17 |
| collects in the fund as follows: | 18 |
| The registrar shall pay the contributions received pursuant | 19 |
| to section 4503.491 of the Revised Code to the breast cancer fund | 20 |
| of Ohio, which shall use that money only to pay for programs that | 21 |
| provide assistance and education to Ohio breast cancer patients | 22 |
| and that improve access for such patients to quality health care | 23 |
| and clinical trials and shall not use any of the money for | 24 |
| abortion information, counseling, services, or other | 25 |
| abortion-related activities. | 26 |
| The registrar shall pay the contributions received pursuant | 27 |
| to section 4503.493 of the Revised Code to the autism society of | 28 |
| Ohio, which shall use the contributions for programs and autism | 29 |
| awareness efforts throughout the state. | 30 |
| The registrar shall pay the contributions the registrar | 31 |
| receives pursuant to section 4503.494 of the Revised Code to the | 32 |
| national multiple sclerosis society for distribution in equal | 33 |
| amounts to the northwestern Ohio, Ohio buckeye, and Ohio valley | 34 |
| chapters of the national multiple sclerosis society. These | 35 |
| chapters shall use the money they receive under this section to | 36 |
| assist in paying the expenses they incur in providing services | 37 |
| directly to their clients. | 38 |
| The registrar shall pay the contributions the registrar | 39 |
| receives pursuant to section 4503.496 of the Revised Code to the | 40 |
| Ohio sickle cell and health association, which shall use the | 41 |
| contributions to help support educational, clinical, and social | 42 |
| support services for adults who have sickle cell disease. | 43 |
| The registrar shall pay the contributions the registrar | 44 |
| receives pursuant to section 4503.498 of the Revised Code to | 45 |
| special olympics Ohio, inc., which shall use the contributions for | 46 |
| its programs, charitable efforts, and other activities. | 47 |
| The registrar shall pay the contributions the registrar | 48 |
| receives pursuant to section 4503.499 of the Revised Code to the | 49 |
| children's glioma cancer foundation, which shall use the | 50 |
| contributions for its research and other programs. | 51 |
| The registrar shall pay the contributions the registrar | 52 |
| receives pursuant to section 4503.50 of the Revised Code to the | 53 |
| future farmers of America foundation, which shall deposit the | 54 |
| contributions into its general account to be used for educational | 55 |
| and scholarship purposes of the future farmers of America | 56 |
| foundation. | 57 |
| The registrar shall pay the contributions the registrar | 58 |
| receives pursuant to section 4503.501 of the Revised Code to the | 59 |
| 4-H youth development program of the Ohio state university | 60 |
| extension program, which shall use those contributions to pay the | 61 |
| expenses it incurs in conducting its educational activities. | 62 |
| The registrar shall pay the contributions received pursuant | 63 |
| to section 4503.502 of the Revised Code to the Ohio cattlemen's | 64 |
| foundation, which shall use those contributions for scholarships | 65 |
| and other educational activities. | 66 |
| The registrar shall pay the contributions received pursuant | 67 |
| to section 4503.505 of the Revised Code to the organization Ohio | 68 |
| region phi theta kappa, which shall use those contributions for | 69 |
| scholarships for students who are members of that organization. | 70 |
| The registrar shall pay each contribution the registrar | 71 |
| receives pursuant to section 4503.51 of the Revised Code to the | 72 |
| university or college whose name or marking or design appears on | 73 |
| collegiate license plates that are issued to a person under that | 74 |
| section. A university or college that receives contributions from | 75 |
| the fund shall deposit the contributions into its general | 76 |
| scholarship fund. | 77 |
| The registrar shall pay the contributions the registrar | 78 |
| receives pursuant to section 4503.522 of the Revised Code to the | 79 |
| "friends of Perry's victory and international peace memorial, | 80 |
| incorporated," a nonprofit corporation organized under the laws of | 81 |
| this state, to assist that organization in paying the expenses it | 82 |
| incurs in sponsoring or holding charitable, educational, and | 83 |
| cultural events at the monument. | 84 |
| The registrar shall pay the contributions the registrar | 85 |
| receives pursuant to section 4503.523 of the Revised Code to the | 86 |
| fairport lights foundation, which shall use the money to pay for | 87 |
| the restoration, maintenance, and preservation of the lighthouses | 88 |
| of fairport harbor. | 89 |
| The registrar shall pay the contributions the registrar | 90 |
| receives pursuant to section 4503.531 of the Revised Code to the | 91 |
| thank you foundation, incorporated, a nonprofit corporation | 92 |
| organized under the laws of this state, to assist that | 93 |
| organization in paying for the charitable activities and programs | 94 |
| it sponsors in support of United States military personnel, | 95 |
| veterans, and their families. | 96 |
| The registrar shall pay the contributions the registrar | 97 |
| receives pursuant to section 4503.55 of the Revised Code to the | 98 |
| pro football hall of fame, which shall deposit the contributions | 99 |
| into a special bank account that it establishes and which shall be | 100 |
| separate and distinct from any other account the pro football hall | 101 |
| of fame maintains, to be used exclusively for the purpose of | 102 |
| promoting the pro football hall of fame as a travel destination. | 103 |
| The registrar shall pay the contributions that are paid to | 104 |
| the registrar pursuant to section 4503.545 of the Revised Code to | 105 |
| the national rifle association foundation, which shall use the | 106 |
| money to pay the costs of the educational activities and programs | 107 |
| the foundation holds or sponsors in this state. | 108 |
| The registrar shall pay to the Ohio pet fund the | 109 |
| contributions the registrar receives pursuant to section 4503.551 | 110 |
| of the Revised Code and any other money from any other source, | 111 |
| including donations, gifts, and grants, that is designated by the | 112 |
| source to be paid to the Ohio pet fund. The Ohio pet fund shall | 113 |
| use the moneys it receives under this section to support programs | 114 |
| for the sterilization of dogs and cats and for educational | 115 |
| programs concerning the proper veterinary care of those animals, | 116 |
| and for expenses of the Ohio pet fund that are reasonably | 117 |
| necessary for it to obtain and maintain its tax-exempt status and | 118 |
| to perform its duties. | 119 |
| The registrar shall pay the contributions the registrar | 120 |
| receives pursuant to section 4503.552 of the Revised Code to the | 121 |
| rock and roll hall of fame and museum, incorporated. | 122 |
| The registrar shall pay the contributions the registrar | 123 |
| receives pursuant to section 4503.553 of the Revised Code to the | 124 |
| Ohio coalition for animals, incorporated, a nonprofit corporation. | 125 |
| Except as provided in division (B) of this section, the coalition | 126 |
| shall distribute the money to its members, and the members shall | 127 |
| use the money only to pay for educational, charitable, and other | 128 |
| programs of each coalition member that provide care for unwanted, | 129 |
| abused, and neglected horses. The Ohio coalition for animals may | 130 |
| use a portion of the money to pay for reasonable marketing costs | 131 |
| incurred in the design and promotion of the license plate and for | 132 |
| administrative costs incurred in the disbursement and management | 133 |
| of funds received under this section. | 134 |
| The registrar shall pay the contributions the registrar | 135 |
| receives pursuant to section 4503.561 of the Revised Code to the | 136 |
| state of Ohio chapter of ducks unlimited, inc., which shall | 137 |
| deposit the contributions into a special bank account that it | 138 |
| establishes. The special bank account shall be separate and | 139 |
| distinct from any other account the state of Ohio chapter of ducks | 140 |
| unlimited, inc., maintains and shall be used exclusively for the | 141 |
| purpose of protecting, enhancing, restoring, and managing wetlands | 142 |
| and conserving wildlife habitat. The state of Ohio chapter of | 143 |
| ducks unlimited, inc., annually shall notify the registrar in | 144 |
| writing of the name, address, and account to which such payments | 145 |
| are to be made. | 146 |
| The registrar shall pay the contributions the registrar | 147 |
| receives pursuant to section 4503.562 of the Revised Code to the | 148 |
| Mahoning river consortium, which shall use the money to pay the | 149 |
| expenses it incurs in restoring and maintaining the Mahoning river | 150 |
| watershed. | 151 |
| The registrar shall pay the contributions the registrar | 152 |
| receives pursuant to section 4503.564 of the Revised Code to | 153 |
| Antioch college for the use of the Glen Helen ecology institute to | 154 |
| pay expenses related to the Glen Helen nature preserve. | 155 |
| The registrar shall pay to a sports commission created | 156 |
| pursuant to section 4503.591 of the Revised Code each contribution | 157 |
| the registrar receives under that section that an applicant pays | 158 |
| to obtain license plates that bear the logo of a professional | 159 |
| sports team located in the county of that sports commission and | 160 |
| that is participating in the license plate program pursuant to | 161 |
| division (E) of that section, irrespective of the county of | 162 |
| residence of an applicant. | 163 |
| The registrar shall pay to a community charity each | 164 |
| contribution the registrar receives under section 4503.591 of the | 165 |
| Revised Code that an applicant pays to obtain license plates that | 166 |
| bear the logo of a professional sports team that is participating | 167 |
| in the license plate program pursuant to division (G) of that | 168 |
| section. | 169 |
| The registrar shall pay the contributions the registrar | 170 |
| receives pursuant to section 4503.67 of the Revised Code to the | 171 |
| Dan Beard council of the boy scouts of America. The council shall | 172 |
| distribute all contributions in an equitable manner throughout the | 173 |
| state to regional councils of the boy scouts. | 174 |
| The registrar shall pay the contributions the registrar | 175 |
| receives pursuant to section 4503.68 of the Revised Code to the | 176 |
| great river council of the girl scouts of the United States of | 177 |
| America. The council shall distribute all contributions in an | 178 |
| equitable manner throughout the state to regional councils of the | 179 |
| girl scouts. | 180 |
| The registrar shall pay the contributions the registrar | 181 |
| receives pursuant to section 4503.69 of the Revised Code to the | 182 |
| Dan Beard council of the boy scouts of America. The council shall | 183 |
| distribute all contributions in an equitable manner throughout the | 184 |
| state to regional councils of the boy scouts. | 185 |
| The registrar shall pay the contributions the registrar | 186 |
| receives pursuant to section 4503.701 of the Revised Code to the | 187 |
| Prince Hall grand lodge of free and accepted masons of Ohio, which | 188 |
| shall use the contributions for scholarship purposes. | 189 |
| The registrar shall pay the contributions the registrar | 190 |
| receives pursuant to section 4503.71 of the Revised Code to the | 191 |
| fraternal order of police of Ohio, incorporated, which shall | 192 |
| deposit the fees into its general account to be used for purposes | 193 |
| of the fraternal order of police of Ohio, incorporated. | 194 |
| The registrar shall pay the contributions the registrar | 195 |
| receives pursuant to section 4503.711 of the Revised Code to the | 196 |
| fraternal order of police of Ohio, incorporated, which shall | 197 |
| deposit the contributions into an account that it creates to be | 198 |
| used for the purpose of advancing and protecting the law | 199 |
| enforcement profession, promoting improved law enforcement | 200 |
| methods, and teaching respect for law and order. | 201 |
| The registrar shall pay the contributions received pursuant | 202 |
| to section 4503.712 of the Revised Code to Ohio concerns of police | 203 |
| survivors, which shall use those contributions to provide whatever | 204 |
| assistance may be appropriate to the families of Ohio law | 205 |
| enforcement officers who are killed in the line of duty. | 206 |
| The registrar shall pay the contributions received pursuant | 207 |
| to section 4503.713 of the Revised Code to the greater Cleveland | 208 |
| peace officers memorial society, which shall use those | 209 |
| contributions to honor law enforcement officers who have died in | 210 |
| the line of duty and support its charitable purposes. | 211 |
| The registrar shall pay the contributions the registrar | 212 |
| receives pursuant to section 4503.72 of the Revised Code to the | 213 |
| organization known on March 31, 2003, as the Ohio CASA/GAL | 214 |
| association, a private, nonprofit corporation organized under | 215 |
| Chapter 1702. of the Revised Code. The Ohio CASA/GAL association | 216 |
| shall use these contributions to pay the expenses it incurs in | 217 |
| administering a program to secure the proper representation in the | 218 |
| courts of this state of abused, neglected, and dependent children, | 219 |
| and for the training and supervision of persons participating in | 220 |
| that program. | 221 |
| The registrar shall pay the contributions the registrar | 222 |
| receives pursuant to section 4503.73 of the Revised Code to Wright | 223 |
| B. Flyer, incorporated, which shall deposit the contributions into | 224 |
| its general account to be used for purposes of Wright B. Flyer, | 225 |
| incorporated. | 226 |
| The registrar shall pay the contributions the registrar | 227 |
| receives pursuant to section 4503.732 of the Revised Code to the | 228 |
| Siegel & Shuster Society, a nonprofit organization dedicated to | 229 |
| commemorating and celebrating the creation of Superman in | 230 |
| Cleveland, Ohio. | 231 |
| The registrar shall pay the contributions the registrar | 232 |
| receives pursuant to section 4503.74 of the Revised Code to the | 233 |
| Columbus zoological park association, which shall disburse the | 234 |
| moneys to Ohio's major metropolitan zoos, as defined in section | 235 |
| 4503.74 of the Revised Code, in accordance with a written | 236 |
| agreement entered into by the major metropolitan zoos. | 237 |
| The registrar shall pay the contributions the registrar | 238 |
| receives pursuant to section 4503.75 of the Revised Code to the | 239 |
| rotary foundation, located on March 31, 2003, in Evanston, | 240 |
| Illinois, to be placed in a fund known as the permanent fund and | 241 |
| used to endow educational and humanitarian programs of the rotary | 242 |
| foundation. | 243 |
| The registrar shall pay the contributions the registrar | 244 |
| receives pursuant to section 4503.751 of the Revised Code to the | 245 |
| Ohio association of realtors, which shall deposit the | 246 |
| contributions into a property disaster relief fund maintained | 247 |
| under the Ohio realtors charitable and education foundation. | 248 |
| The registrar shall pay the contributions the registrar | 249 |
| receives pursuant to section 4503.85 of the Revised Code to the | 250 |
| Ohio sea grant college program to be used for Lake Erie area | 251 |
| research projects. | 252 |
| The registrar shall pay the contributions the registrar | 253 |
| receives pursuant to section 4503.89 of the Revised Code to the | 254 |
| American red cross of greater Columbus on behalf of the Ohio | 255 |
| chapters of the American red cross, which shall use the | 256 |
| contributions for disaster readiness, preparedness, and response | 257 |
| programs on a statewide basis. | 258 |
| The registrar shall pay the contributions received pursuant | 259 |
| to section 4503.92 of the Revised Code to support our troops, | 260 |
| incorporated, a national nonprofit corporation, which shall use | 261 |
| those contributions in accordance with its articles of | 262 |
| incorporation and for the benefit of servicemembers of the armed | 263 |
| forces of the United States and their families when they are in | 264 |
| financial need. | 265 |
| The registrar shall pay the contributions the registrar | 266 |
| receives pursuant to section 4503.94 of the Revised Code to the | 267 |
| Michelle's leading star foundation, which shall use the money | 268 |
| solely to fund the rental, lease, or purchase of the simulated | 269 |
| driving curriculum of the Michelle's leading star foundation by | 270 |
| boards of education of city, exempted village, local, and joint | 271 |
| vocational school districts. | 272 |
| (C) All investment earnings of the license plate contribution | 273 |
| fund shall be credited to the fund. Not later than the first day | 274 |
| of May of every year, the registrar shall distribute to each | 275 |
| entity described in division (B) of this section the investment | 276 |
| income the fund earned the previous calendar year. The amount of | 277 |
| such a distribution paid to an entity shall be proportionate to | 278 |
| the amount of money the entity received from the fund during the | 279 |
| previous calendar year. | 280 |
| Sec. 4503.732. (A) The owner or lessee of any passenger car, | 281 |
| noncommercial motor vehicle, recreational vehicle, or other | 282 |
| vehicle of a class approved by the registrar of motor vehicles may | 283 |
| apply to the registrar for the registration of the vehicle and | 284 |
| issuance of "Truth, Justice, and the American Way" license plates. | 285 |
| The application may be combined with a request for a special | 286 |
| reserved license plate under section 4503.40 or 4503.42 of the | 287 |
| Revised Code. Upon receipt of an application for registration of a | 288 |
| motor vehicle under this section, the registrar shall issue to the | 289 |
| applicant the appropriate motor vehicle registration and a set of | 290 |
| "Truth, Justice, and the American Way" license plates and a | 291 |
| validation sticker, or a validation sticker alone when required by | 292 |
| section 4503.191 of the Revised Code. | 293 |
| In addition to the letters and numbers ordinarily inscribed | 294 |
| on the license plates, "Truth, Justice, and the American Way" | 295 |
| license plates shall be inscribed with the words "Truth, Justice, | 296 |
| and the American Way" and a design, logo, or marking selected by | 297 |
| the entity that owns the Superman name. The registrar shall | 298 |
| approve the final design after entering into a license agreement | 299 |
| with that entity for appropriate use of the Superman name and | 300 |
| associated logo or marking, as applicable. The license plates | 301 |
| shall bear county identification stickers that identify the county | 302 |
| of registration by name or number. | 303 |
| (B) "Truth, Justice, and the American Way" license plates and | 304 |
| validation stickers shall be issued upon receipt of a contribution | 305 |
| as provided in division (C)(1) of this section and upon payment of | 306 |
| the regular license tax as prescribed under section 4503.04 of the | 307 |
| Revised Code, any applicable motor vehicle license tax levied | 308 |
| under Chapter 4504. of the Revised Code, and a bureau of motor | 309 |
| vehicles administrative fee of ten dollars. The applicant shall | 310 |
| comply with all other applicable laws relating to the registration | 311 |
| of motor vehicles. If the application for "Truth, Justice, and the | 312 |
| American Way" license plates is combined with a request for a | 313 |
| special reserved license plate under section 4503.40 or 4503.42 of | 314 |
| the Revised Code, the license plates and validation sticker shall | 315 |
| be issued upon payment of the fees and taxes specified in this | 316 |
| division and the additional fee prescribed under section 4503.40 | 317 |
| or 4503.42 of the Revised Code. | 318 |
| (C)(1) For each application for registration and registration | 319 |
| renewal notice the registrar receives under this section, the | 320 |
| registrar shall collect a contribution of ten dollars. The | 321 |
| registrar shall deposit this contribution into the state treasury | 322 |
| to the credit of the license plate contribution fund created in | 323 |
| section 4501.21 of the Revised Code. | 324 |
| (2) The registrar shall deposit the ten-dollar bureau | 325 |
| administrative fee, the purpose of which is to compensate the | 326 |
| bureau for additional services required in issuing "Truth, | 327 |
| Justice, and the American Way" license plates, in the state bureau | 328 |
| of motor vehicles fund created in section 4501.25 of Revised Code. | 329 |
| Section 2. That existing section 4501.21 of the Revised Code | 330 |
| is hereby repealed. | 331 |
