A BILL

To enact section 4503.549 of the Revised Code to

create the "Combat Action Ribbon" license plate.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

Section 1. That section 4503.549 of the Revised Code be	3
enacted to read as follows:	4

Sec. 4503.549. (A) Any person who has been awarded the combat	5
action ribbon may apply to the registrar of motor vehicles for the	6
registration of any passenger car, noncommercial motor vehicle,	7
recreational vehicle, or other vehicle of a class approved by the	8
registrar that the person owns or leases. The application shall be	9
accompanied by such documentary evidence in support of the award	10
as the registrar may require. The application may be combined with	11
a request for a special reserved license plate under section	12
4503.40 or 4503.42 of the Revised Code.	13

Upon receipt of an application for registration of a motor	14
vehicle under this section and the required taxes and fees, and	15
upon presentation of the required supporting evidence of the award	16
of the combat action ribbon, the registrar shall issue to the	17
applicant the appropriate motor vehicle registration and a set of	18
license plates and a validation sticker, or a validation sticker	19
alone when required by section 4503.191 of the Revised Code.	20

In addition to the letters and numbers ordinarily inscribed	21
on license plates, the license plates shall be inscribed with the	22
words "combat action ribbon" and bear a reproduction of the combat	23
action ribbon. The license plates shall bear county identification	24
stickers that identify the county of registration by name or	25
number.	26

The license plates and a validation sticker or, when	27
applicable, a validation sticker alone shall be issued upon	28
payment of the regular license tax required by section 4503.04 of	29
the Revised Code, payment of any local motor vehicle license tax	30
levied under Chapter 4504. of the Revised Code, payment of any	31
applicable additional fee prescribed by section 4503.40 or 4503.42	32
of the Revised Code, and compliance with all other applicable laws	33
relating to the registration of motor vehicles.	34

(B) No person who is not a recipient of the combat action	35
ribbon shall willfully and falsely represent that the person is a	36
recipient of the combat action ribbon for the purpose of obtaining	37
license plates under this section. No person shall own a motor	38
vehicle bearing license plates issued under this section unless	39
the person is eligible to be issued those license plates.	40

(C) Sections 4503.77 and 4503.78 of the Revised Code do not	41
apply to license plates issued under this section.	42
