A BILL
To enact sections 1713.53 and 3345.46 of the Revised 1
Code to require certain faculty and deans of 2
engineering programs offered by state universities 3
and private institutions of higher education to be 4
professional engineers.5


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That sections 1713.53 and 3345.46 of the Revised 6
Code be enacted to read as follows:7

       Sec. 1713.53.  (A) As used in this section:8

       (1) "Accredited engineering program" means an engineering 9
program that is accredited by the engineering accreditation 10
commission of ABET, Inc.11

       (2) "Advanced engineering course" means an engineering course 12
intended primarily for third-year or fourth-year undergraduate 13
students or for graduate students.14

       (3) "Private institution of higher education" means an 15
institution of higher education that holds a certificate of 16
authorization issued under this chapter.17

       (B) Each person hired by a private institution of higher 18
education on or after September 1, 2010, to provide instruction in 19
an advanced engineering course in an accredited engineering 20
program or to serve as dean or other chief administrator of an 21
accredited engineering program and who is not registered as a 22
professional engineer under Chapter 4733. of the Revised Code 23
shall obtain such registration not later than four years after the 24
date of hire. No private institution of higher education shall 25
employ a person to provide instruction in an advanced engineering 26
course in an accredited engineering program or to serve as dean or 27
other chief administrator of an accredited engineering program who 28
is not in compliance with this section.29

       Sec. 3345.46.  (A) As used in this section:30

       (1) "Accredited engineering program" means an engineering 31
program that is accredited by the engineering accreditation 32
commission of ABET, Inc.33

       (2) "Advanced engineering course" means an engineering course 34
intended primarily for third-year or fourth-year undergraduate 35
students or for graduate students.36

       (B) Each person hired by a state university on or after 37
September 1, 2010, to provide instruction in an advanced 38
engineering course in an accredited engineering program or to 39
serve as dean or other chief administrator of an accredited 40
engineering program and who is not registered as a professional 41
engineer under Chapter 4733. of the Revised Code shall obtain such 42
registration not later than four years after the date of hire. No 43
state university shall employ a person to provide instruction in 44
an advanced engineering course in an accredited engineering 45
program or to serve as dean or other chief administrator of an 46
accredited engineering program who is not in compliance with this 47
section.48
