BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. That section 3333.70 of the Revised Code be | 4 |
enacted to read as follows: | 5 |
Sec. 3333.70. (A) The chancellor of the Ohio board of | 6 |
regents shall establish and administer the Ohio higher education | 7 |
innovation grant program to promote educational excellence and | 8 |
efficiency throughout the state. Under the program, the chancellor | 9 |
shall award grants to state institutions of higher education, as | 10 |
defined in section 3345.011 of the Revised Code, for innovative | 11 |
projects that incorporate academic achievement and economic | 12 |
efficiencies. State institutions of higher education may apply for | 13 |
grants and collaborate with other institutions of higher | 14 |
education, either public or private, on such projects. | 15 |
(B) The chancellor shall adopt rules to administer the | 16 |
program including, but not limited to, requirements that each | 17 |
grant application provides for all of the following: | 18 |
(1) A system by which to measure academic achievement and | 19 |
reductions in expenditures, both in funding and administration; | 20 |
(2) Demonstration of how the project will be sustained beyond | 21 |
the grant period and continue to provide substantial value and | 22 |
lasting impact; | 23 |
(3) Proof of commitment from all parties responsible for the | 24 |
implementation of the project; | 25 |
(4) Implementation of an ongoing evaluation process and | 26 |
improvement plans, as necessary. | 27 |
Section 2. All items in this section are hereby appropriated | 28 |
as designated out of any moneys in the state treasury to the | 29 |
credit of the designated fund. For all appropriations made in this | 30 |
act, those in the first column are for fiscal year 2014 and those | 31 |
in the second column are for fiscal year 2015. The appropriations | 32 |
made in this act are in addition to any other appropriations made | 33 |
for the FY 2014-FY 2015 biennium. | 34 |

The foregoing appropriation item 235529, Innovation Grants, | 41 |
shall be used by the Chancellor of the Board of Regents to | 42 |
distribute grant awards pursuant to section 3333.70 of the Revised | 43 |
Code. | 44 |
Section 3. Within the limits set forth in this act, the | 45 |
Director of Budget and Management shall establish accounts | 46 |
indicating the source and amount of funds for each appropriation | 47 |
made in this act, and shall determine the form and manner in which | 48 |
appropriation accounts shall be maintained. Expenditures from | 49 |
appropriations contained in this act shall be accounted for as | 50 |
though made in Am. Sub. H.B. 59 of the 130th General Assembly. | 51 |
The appropriations made in this act are subject to all | 52 |
provisions of Am. Sub. H.B. 59 of the 130th General Assembly that | 53 |
are generally applicable to such appropriations. | 54 |
