A CONCURRENT RESOLUTION
To urge Congress to pass the "American Jobs Act of 1
2011."2


BE IT RESOLVED BY THE SENATE OF THE STATE OF OHIO
(THE HOUSE OF REPRESENTATIVES CONCURRING):


       WHEREAS, The economic security of the nation and particularly 3
the middle class relies on our country being able to rebuild the 4
economy in a balanced and fair way and to help the high percentage 5
of people in Ohio and the United States who are unemployed; and6

       WHEREAS, The "American Jobs Act of 2011" creates pathways 7
back to work for Ohioans and all Americans looking for jobs and 8
proposes to rebuild the nation's economy by creating jobs of the 9
future, helping small business entrepreneurs, investing in 10
education, and by manufacturing items that the world buys; and 11

       WHEREAS, By cutting payroll taxes for 200,000 firms in Ohio, 12
the Act will help the state's small businesses to hire more 13
employees and grow their businesses; and14

       WHEREAS, The Act will provide over $1 billion to the state to 15
support up to 14,200 jobs for educators and first responders in 16
Ohio; and17

       WHEREAS, The Act will rebuild and modernize Ohio's 18
infrastructure by investing at least $1 billion in the state's 19
highway, transit, rail, and aviation systems and thereby putting 20
at least 13,700 Ohio workers back on the job; and21

       WHEREAS, The Act's over $985 million investment in school 22
infrastructure in the state will modernize and upgrade Ohio's 23
public schools, improve classrooms, and create as many as 12,800 24
Ohio jobs; and25

       WHEREAS, The approximately $577 million available through the 26
Act for community revitalization in Ohio will put construction 27
workers on the job rehabilitating vacant homes and businesses, 28
including the many homes and businesses that underwent 29
foreclosures; and30

       WHEREAS, Community college facilities in Ohio could benefit 31
from the over $148 million the Act could provide to the state for 32
modernization of these local institutions which will ensure that 33
they have the facilities and equipment to address the workforce 34
demands of the highly technical and growing fields of today's 35
workplace; and36

       WHEREAS, The Act's proposals to reform the unemployment 37
insurance system by extending unemployment insurance to assist the 38
unemployed with the transition to the workplace, help the 39
long-term unemployed in Ohio to return to work, and prevent the 40
80,000 Ohioans looking for work from losing benefits in the first 41
six weeks of unemployment; and42

       WHEREAS, The Act will provide tax relief for Ohio workers and 43
families by expanding the payroll tax cut, and as proposed through 44
the Pathways Back to Work Fund, could place over 5,000 adults and 45
over 10,000 youth in Ohio in jobs through opportunities to work in 46
growth industries and obtain needed training there; and47

       WHEREAS, The "American Jobs Act of 2011" is fully paid for as 48
part of President Barack Obama's long-term deficit reduction 49
program; and 50

       WHEREAS, To get the nation's economy moving now, Congress 51
should pass the Act without delay; now therefore be it52

       RESOLVED, That we, the members of the 129th General Assembly 53
of the State of Ohio, urge the President Pro Tempore of the United 54
States Senate, the Speaker of the United States House of 55
Representatives, and the Congress of the United States to pass the 56
"American Jobs Act of 2011"; and be it further 57

       RESOLVED, That the Clerk of the Senate transmit duly 58
authenticated copies of this resolution to the President Pro 59
Tempore and Secretary of the United States Senate, the Speaker and 60
Clerk of the United States House of Representatives, the President 61
of the United States, the members of the Ohio Congressional 62
delegation, and the news media of Ohio.63
