Summary
Provides that identities of individuals interviewed in connection with audit by Secretary of State are confidential. Modifies provisions relating to confidentiality of reports of government waste, inefficiency or abuse. Requires secretary to publish quarterly summary of reports of government waste, inefficiency or abuse. Takes effect on 91st day following adjournment sine die.
