Summary
Directs State Marine Board to create Nonmotorized Boating Program. Defines "nonmotorized boat" and "nonmotorized craft." Establishes Nonmotorized Boating Program Fund. Requires person using nonmotorized craft on river or stream to wear life jacket. Punishes by maximum fine of $30. Declares emergency, effective on passage.
