Summary
Directs State Board of Pharmacy to adopt rules making nicotine Schedule III controlled substance. Provides for phase-in of penalties by board. Creates crimes of unlawful possession of nicotine and unlawful distribution of nicotine, effective until rules adopted. Punishes by maximum fine of $2,000. Creates crimes of unlawful possession of nicotine, unlawful delivery of nicotine and unlawful manufacture of nicotine. Punishes by maximum fine of $2,000.
