Specifies allowable contents of pricing proposals. Specifies protest rights for prospective consultants. Becomes operative on January 1, 2020. Takes effect on 91st day following adjournment sine die.

Relating to a consultant selection process for a public contract for certain services; and prescribing an effective date.
