Summary

Modifies crime of unauthorized use of a vehicle. Provides that person commits crime by knowingly taking, operating, exercising control over, riding in or otherwise using another's vehicle, boat or aircraft, and person knows or fails to be aware of substantial and unjustifiable risk that owner of vehicle, boat or aircraft does not consent thereto. Declares emergency, effective on passage.
