Summary
Directs public contracting agency to suspend right of certified disadvantaged minority, women or emerging small business enterprise to bid on or participate in public contract if certified disadvantaged minority, women or emerging small business enterprise fails to perform commercially useful function in public contract. Becomes operative January 1, 2016. Declares emergency, effective on passage.
