Summary
Permits any person convicted of aggravated murder or felony with relevant DNA evidence to file motion for DNA testing. Changes requirements for prima facie showing and standard for court to order DNA testing. Removes mandatory sentence enhancement as basis for filing motion. Requires state to answer motion. Authorizes court to allow witness testimony. Prohibits testimony of victim without victim's consent. Requires court to make findings when issuing order for DNA testing. Provides that person filing motion for DNA testing is entitled to counsel at all stages of proceedings concerning DNA testing.
