Summary

Expands crime of obstructing governmental or judicial administration to include engaging in business of notary public or immigration consultant without authorization. Punishes by maximum of one year's imprisonment, $6,250 fine, or both. Renames crime of theft by extortion to extortion. Expands crime to include inducing or compelling person to refrain from reporting unlawful conduct to law enforcement agency. Adds reporting of immigration status as manner of inducing or compelling person. Adds restrictions to and removes certain manners of inducing or compelling person. Punishes by maximum of 10 years' imprisonment, $250,000 fine, or both. Requires that person applying to be notary public cannot have certain convictions, be subject of certain court findings or have entered into assurance of voluntary compliance for alleged immigration consultant unlawful trade practice. Authorizes Secretary of State to deny, revoke, suspend or impose condition on notary public commission if person has certain convictions, is subject of certain court findings or has entered into assurance of voluntary compliance for alleged immigration consultant unlawful trade practice.
