Summary
Modifies amounts authorized for issuance of general obligation bonds, revenue bonds, certificates of participation and other financing agreements for biennium. Revises amounts authorized for issuance of general obligation bonds of state during 2015-2017 biennium.] Authorizes issuance of various lottery bonds. Provides that certain prerequisites for sale of Article XI-F(1) and Article XI-G bonds do not apply to refunding bonds. Modifies prerequisites for distribution of bond proceeds for Coos Bay Channel Project. Declares emergency, effective on passage.
