Summary
Clarifies statutes regarding maintaining and access to "record of the case" and "supplemental confidential file" in juvenile court proceedings. Permits persons allowed by court to inspect and obtain copies of record and file in juvenile court proceedings. Becomes operative September 30, 2015. Clarifies records, papers and files in court's record of adoption case that must be excluded from inspection and copying for adoption cases filed on or after January 1, 2014, and for adoption cases filed before January 1, 2014. Declares emergency, effective on passage.
