Summary

Repeals statutes requiring imposition of mandatory minimum sentences for persons under 18 years of age at time of commission of crime. Prohibits imposition of specified mandatory minimum sentences for persons under 25 years of age at time of commission of crime. Refers Act to people for their approval or rejection at next regular general election.
