Makes a state energy program abate costs of reports and not make state agencies do the same things twice that must be done under another program. (Flesch Readability Score: 60.0). Removes a requirement that the Director of the State Department of Energy submit a biennial report to the Legislative Assembly on the small scale local energy loan program funds.
