                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Directs Oregon Business Development Department to establish bid
process and bid pool to promote national and international
sporting events in state.
  Establishes Oregon Sports Event Bid Pool Fund. Continuously
appropriates moneys from General Fund to department for
development and implementation of sports event bid process and
bid pool.

                        A BILL FOR AN ACT
Relating to sports events bid pool; and appropriating money.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + The Legislative Assembly finds that the right
to host a national or international sports event is an important
asset resulting in economic, social and health benefits to host
communities in this state. Sports events bring tourist and
business revenues to this state and utilize stadium facilities
and sports venues beyond existing uses. The competition to host
sports events is greater than ever and having funds available to
enable the submission of quality bids is an essential component
of successful sports event bidding. + }
  SECTION 2.  { + (1) The Oregon Business Development Department
shall establish a bid process and bid pool to promote national
and international sporting events in this state, including but
not limited to:
  (a) Recruiting and bidding on existing and inaugural sporting
events to this state; and
  (b) Negotiating and entering into contracts as necessary to
effect the purposes of the bid process and the bid pool
established under this section.
  (2) The department shall prepare and submit an annual report to
each regular session of the Legislative Assembly describing the
implementation of this section by including data and analysis on:
  (a) Sporting events that the department has bid on;
  (b) The status of the bids;
  (c) The amount of the bid pool established under this section
that is applied to each event; and
  (d) The fiscal impact of the sporting event on the community,
region or locale affected by the sporting event.
  (3) The department shall adopt rules to implement the
provisions of this section. + }

  SECTION 3.  { + (1) There is created within the State Treasury,
separate and distinct from the General Fund, the Oregon Sports
Event Bid Pool Fund. Interest earned by the Oregon Sports Event
Bid Pool Fund shall be credited to the fund.
  (2) Moneys in the Oregon Sports Event Bid Pool Fund consist of:
  (a) Amounts donated to the fund;
  (b) Amounts appropriated or otherwise transferred to the fund
by the Legislative Assembly;
  (c) Investment earnings received on moneys in the fund; and
  (d) Other amounts deposited in the fund from any source.
  (3) Moneys in the fund are continuously appropriated to the
department for purposes of section 2 of this 2013 Act and to pay
the administrative costs associated with the fund. + }
  SECTION 4.  { + There is appropriated to the Oregon Business
Development Department, for the biennium beginning July 1, 2013,
out of the General Fund, the amount of $___ for the purposes of
section 2 of this 2013 Act. + }
