  A minority of your Committee on Rules, to whom was referred
A-engrossed House Joint Memorial 6, having had the same under
consideration, respectfully reports it back with the
recommendation that it be adopted with the following amendments:

  On page 1 of the printed A-engrossed joint memorial, line 8,
after the first comma insert 'unions,'.
  In line 13, after 'corporate' insert 'or union'.
  In line 17, after 'corporate' insert ', association or union'.
  On page 2, line 4, delete 'regulate' and insert 'impose
reasonable regulations on'.
  In line 7, after 'regulating' insert 'excessive'.
  In line 17, after 'corporations' insert ', unions'.
