                             SUMMARY

brief statement of the essential features of the measure as
introduced.

  Repeals sunset on provisions allowing persons with limited
vision to operate motor vehicles at night only if certain
conditions are met.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to vision requirements for driving privileges; creating
  new provisions; repealing section 9, chapter 588, Oregon Laws
  2007; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Section 9, chapter 588, Oregon Laws 2007, is
repealed. + }
  SECTION 2.  { + If this 2011 Act does not become effective
until after June 30, 2011, the repeal of section 9, chapter 588,
Oregon Laws 2007, by section 1 of this 2011 Act revives section
8, chapter 588, Oregon Laws 2007. If this 2011 Act does not
become effective until after June 30, 2011, this 2011 Act shall
be operative retroactively to that date, and the operation and
effect of section 8, chapter 588, Oregon Laws 2007, shall
continue unaffected from June 30, 2011, to the effective date of
this 2011 Act and thereafter. Any otherwise lawful action taken
or otherwise lawful obligation incurred under the authority of
section 8, chapter 588, Oregon Laws 2011, after June 30, 2011,
and before the effective date of this 2011 Act, is ratified and
approved. + }
  SECTION 3.  { + This 2011 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2011 Act takes effect on its
passage. + }
