AN ACT

Amending Title 75 (Vehicles) of the Pennsylvania Consolidated

2

Statutes, further providing for annual registration fee for

3

passenger cars; establishing the Transit Oriented Development

4

Loan Fund; and imposing duties upon the Department of

5

Community and Economic Development.

The General Assembly of the Commonwealth of Pennsylvania

7

hereby enacts as follows:

8

Section 1.  Section 1912 of Title 75 of the Pennsylvania

9

Consolidated Statutes is amended to read:

10

§ 1912.  Passenger cars.

11

(a)  General rule.--The annual fee for registration of a

12

passenger car shall be $36 plus the amount imposed under

13

subsection (b).

14

(b)  Additional fee.--In addition to the amount imposed under

15

subsection (a), the annual fee for registration of a passenger

16

car shall include the following amounts, which shall be

17

deposited into the fund created in subsection (c):

18

(1)  $14 for a car that has a fuel consumption rating of

19

at least 45 miles per gallon;

20

(2)  $24 for a car that has a fuel consumption rating of

at least 35 miles per gallon but less than 45 miles per

2

gallon;

3

(3)  $34 for a car that has a fuel consumption rating of

4

at least 25 miles per gallon but less than 35 miles per

5

gallon; or

6

(4)  $44 for a car that has a fuel consumption rating of

7

at least 25 miles per gallon.

(c)  Fund.--A restricted account to be known as the Transit

9

Oriented Development Loan Fund is established within the

10

Department of Community and Economic Development, which shall

11

promulgate regulations for use of money in the fund for the sole

12

purpose of providing loans for residential, commercial or mixed-

13

use development projects located within one-half mile of public

14

transit bus and train stops. Sixty percent of the money shall be

15

allocated to projects located near train stops and 40% shall be

16

allocated to projects located near bus stops.

17

(d)  Definition.--For purposes of this section, the term

18

"fuel consumption rating" shall be determined by computing the

19

average of the city and highway mileage ratings provided by the

20

manufacturer of the passenger car.

21

Section 2.  This act shall take effect in 60 days.
