| AN ACT |
| |
1 | Amending the act of December 18, 2001 (P.L.949, No.114), |
2 | entitled, as amended, "An act establishing a unified |
3 | workforce investment system; restructuring certain |
4 | administrative functions, procedures and entities; |
5 | transferring workforce development functions of Commonwealth |
6 | agencies; establishing the Pennsylvania Workforce Investment |
7 | Board; providing for critical job training grants, for |
8 | guarantees for program quality and performance for workforce |
9 | development programs, for workforce leadership grants; and |
10 | authorizing local workforce investment boards," in local |
11 | workforce investment areas and boards, providing for youth |
12 | councils. |
13 | The General Assembly of the Commonwealth of Pennsylvania |
14 | hereby enacts as follows: |
15 | Section 1. The act of December 18, 2001 (P.L.949, No.114), |
16 | known as the Workforce Development Act, is amended by adding a |
17 | section to read: |
18 | Section 506. Youth council. |
19 | (a) Establishment.--A youth council within each local |
20 | workforce investment board shall be established and appointed by |
21 | the local workforce investment board, in cooperation with the |
22 | chief elected official for the local area. |

1 | (b) Membership.--A youth council shall include: |
2 | (1) Members of the youth demographic who maintain | <-- |
3 | leadership roles in local youth organizations. |
4 | (2) Members of the local board with special interest or |
5 | expertise in youth policy. |
6 | (3) Representatives of youth service agencies, including |
7 | juvenile justice and local law enforcement agencies. |
8 | (4) Parents of eligible youth seeking assistance under |
9 | this section. |
10 | (1) Members of the local board as described in section | <-- |
11 | 117(b)(2) of the Workforce Investment Act of 1998 (Public Law |
12 | 105-220, 29 U.S.C. § 2832(b)(2)) with special interest or |
13 | expertise in youth policy. |
14 | (2) Representatives of youth service agencies, including |
15 | juvenile justice and local law enforcement agencies. |
16 | (3) Representatives of local public housing authorities. |
17 | (4) Parents of eligible youth seeking assistance under |
18 | this act. |
19 | (5) Individuals, including former participants, and |
20 | representatives of organizations that have experience |
21 | relating to youth activities. |
22 | (6) Representatives of the Job Corps, as appropriate. |
23 | (7) Members of the youth demographic who maintain |
24 | leadership roles in local youth organizations. |
25 | (8) Such other individuals as the chairperson of the |
26 | local board, in cooperation with the chief elected official, |
27 | determines to be appropriate. |
28 | (c) Relationship to local workforce investment board.-- |
29 | Members of the youth council who are not members of the local |
30 | workforce investment board described in section 501 117(b)(2) of | <-- |

1 | the Workforce Investment Act of 1998 shall be voting members of |
2 | the youth council and nonvoting members of the local workforce |
3 | investment board. |
4 | (d) Duties.--The youth council shall: |
5 | (1) Develop the portions of the local plan relating to |
6 | eligible youth as determined by the chairperson of the local |
7 | workforce investment board. |
8 | (2) Subject to the approval of the local workforce |
9 | investment board and consistent with section 123 of the | <-- |
10 | Workforce Investment Act of 1998 (29 U.S.C. § 2843): |
11 | (i) Recommend eligible providers of youth activities |
12 | to be awarded grants or contracts on a competitive basis |
13 | by the local workforce investment board to carry out the |
14 | youth activities. |
15 | (ii) Conduct oversight with respect to the eligible |
16 | providers of youth activities in the local area. | <-- |
17 | (3) Coordinate youth activities in the local area | <-- |
18 | authorized under section 129 of the Workforce Investment Act | <-- |
19 | of 1998 (29 U.S.C. § 2854). |
20 | (4) Perform other duties as determined to be appropriate |
21 | by the chairperson of the local workforce investment board. |
22 | Section 2. This act shall take effect immediately. |
