AN ACT

Amending Title 75 (Vehicles) of the Pennsylvania Consolidated

2

Statutes, providing for municipal vehicle registration.

The General Assembly of the Commonwealth of Pennsylvania

4

hereby enacts as follows:

5

Section 1.  Title 75 of the Pennsylvania Consolidated

6

Statutes is amended by adding a section to read:

7

§ 1301.1.  Municipal vehicle registration.

8

(a)  General rule.--Each vehicle required to be registered

9

under this chapter also must be registered in the municipality

10

wherein the owner resides as provided for in this section.

11

(b)  Authority.--Each municipality may adopt an ordinance

12

requiring the owner of any vehicle referred to in subsection (a)

13

to register that vehicle.

(c)  Fees.--The fee each municipality may charge for such

15

registration shall not be more than $10 per vehicle in addition

16

to the cost of any sticker or emblem that may be required to be

17

affixed to the vehicle. Fees imposed under this subsection shall

18

be in addition to any other fees imposed under this chapter.

(d)  Funds established.--Each municipality that enacts or

2

adopts an ordinance under subsection (b) shall deposit all

3

revenues from fees imposed under subsection (c) in a restricted

4

receipts account with the use of the funds restricted as

5

provided for in subsection (e).

(e)  Use of funds.--The money deposited in the restricted

7

receipts accounts may only be used as follows:

8

(1)  Local street, road and bridge maintenance.

9

(2)  No more than 5% of total funds available may be used

10

for administrative costs.

(f)  Regulations.--The department may promulgate regulations

12

necessary to carry out the provisions of this section.

13

(g)  Definitions.--As used in this section, the following

14

words and phrases shall have the meanings given to them in this

15

subsection:

16

"Municipality."  A city of the second class A, third class

17

city, borough, incorporated town, township of the first or

18

second class, home rule municipality or any similar general

19

purposed unit of government. The term shall not include

20

counties.

Section 2.  This act shall take effect in 60 days.
